Application Process

  1. Contact Planning before finalizing plans to confirm zoning, setbacks, lot coverage, parking, height, and whether entitlement review is required; the portal states all projects require Planning review and larger projects may require Planning Commission review.
  2. If the project needs entitlements, complete the Planning process first, including consultation, application, and any required developer deposit account.
  3. Prepare plans and supporting documents, then submit the permit application and electronic plans through the iWorQ portal.
  4. Include required technical documents as applicable, such as structural calculations, energy calculations, soils report, seismic report if required, grading plan, and erosion control plan. Separate approvals may also be needed from outside agencies.
  5. Ensure all contractors have a Signal Hill business license before permit issuance.
  6. City staff and consultants complete plan review. The Project Development Guide states initial plan check review typically takes 2 to 4 weeks, with rechecks typically taking 2 to 3 weeks depending on complexity.
  7. After approval and fee payment, the City issues the permit. Construction proceeds with required inspections before work is covered, followed by final inspection and permit final or certificate of occupancy.

General Requirements

Signal Hill states no building or structure may be constructed, enlarged, altered, repaired, moved, improved, removed, converted, demolished, or changed in occupancy, and no regulated electrical, gas, mechanical, or plumbing work may occur, without first obtaining a permit. The City handout gives examples including altered window/door framing, decks/stairs/platforms over 30 inches, remodels affecting framing or MEP systems, roofing/stucco/siding over 100 square feet when framing/plywood/water-resistive barrier is disturbed, change of use or occupancy, grading/excavating/repaving, any fence or retaining wall, MEP installation or replacement, kitchen or bath remodels affecting cabinets/countertops with MEP work, and certain sheds.

Required Documents

  • Online permit application plus project plans and, as applicable, structural calculations, energy calculations, soils report, seismic report if required, grading plan, and erosion control plan. The portal also tells applicants to upload all required documents and to review linked application instructions before submittal.
Permit validity
The City application form states permits become null and void if work does not start within 180 days of issuance or if work is suspended or abandoned for 180 days. The Project Development Guide also imposes overall construction time limits by project size, such as 180 or 360 days for many residential additions/repairs/accessory structures, 540 days for 1 to 2 new dwelling units, and 540 to 720 days for non-residential work depending on size.
Building code
The City Codes page lists the 2025 California Administrative Code, 2025 California Building Code, 2025 California Electrical Code, 2025 California Mechanical Code, 2025 California Plumbing Code, 2025 California Residential Code, 2025 California Green Building Standards Code, and the 2023 County of Los Angeles Fire Code, with local notes including that fences and walls are not exempt from permit requirements.
Owner-builder
The City permit application includes an owner-builder declaration. An owner may claim exemption from contractor licensing if the owner performs the work with employees and the improvement is not intended or offered for sale, or if the owner contracts exclusively with licensed contractors. The form notes that if the improvement is sold within one year of completion, the owner-builder has the burden of proving it was not built for sale.
Contractor requirements
The permit application requires either a licensed contractor declaration or an owner-builder declaration. The portal and Project Development Guide also state all contractors working in Signal Hill must have a City of Signal Hill business license before permit issuance. The Codes page adds that electrical work on commercial, industrial, or multi-family structures with more than two units must be performed by a state-licensed electrical contractor.

Fees

Minimum permit fee
$76.00 minimum building permit fee per the city fee schedule. For valuation-based building permits, the detailed schedule shows residential and non-residential valuation brackets starting at $68.00 for projects up to $2,000, plus separate permit issuance fees.
Plan check fee
85% of the building permit fee for building plan check. Electrical, plumbing, mechanical, and grading plan checks have separate formulas in the fee schedule.
Permit fee formula
Building permit fees are valuation-based. Residential permit fees range from $68.00 up to percentage-based tiers from 0.9% down to 0.68% of valuation; non-residential fees range from $68.00 up to percentage-based tiers from 0.9% down to 0.75% of valuation. The City says it uses Building Valuation Data published in Building Standards Magazine.
Trade permit fee
85% of the building permit fee for building plan check. Electrical, plumbing, mechanical, and grading plan checks have separate formulas in the fee schedule.
Reinspection fee
Building reinspection fee is $138.00.
Penalty (no permit)
The Project Development Guide refers applicants to Signal Hill Municipal Code section 20.52.22 for extensions and penalties tied to construction time limits.
Payment note
The iWorQ Existing Permits function allows applicants to make payments online after locating the permit. The City also requires separate deposits for some planning and engineering reviews and may require additional consultant pass-through costs.

Work That Does NOT Require a Permit

  • Movable cases, counters, and partitions not over 5 feet 9 inches high and not blocking accessibility or exits.
  • Painting, papering, and floor coverings.
  • Non-structural concrete flatwork such as walkways and driveways.
  • Portable structures or equipment installed for less than 180 days.
  • Sheds or playhouses less than 120 square feet and not higher than 7 feet, subject to Planning Department approval.
  • Decks, platforms, walkways, and driveways not higher than 30 inches above grade and within front or side setbacks, subject to Planning Department approval.

Important: Signal Hill states permit exemptions do not authorize work that violates the code or other laws. The City also expressly states that any fence or retaining wall requires a permit, and its Codes page says installation and construction of fences and walls are not exempt from permit requirements.

Inspection hours
The Inspections page says appointments are scheduled Monday through Thursday mornings. The Project Development Guide says inspections are conducted Monday through Thursday from 8:30 a.m. to 2:00 p.m.

Typical inspection sequence: The portal says inspections are requested during construction, must occur before work is covered or concealed, are recorded on the job card, and end with a final inspection or certificate of occupancy. The City permit form lists typical checkpoints such as under slab, rough plumbing, gas piping/test, rough wiring, vents, rough mechanical, and finals.
