Application Process

  1. Confirm whether Planning approval is required first; if so, obtain the Planning entitlement approval before starting the building permit application.
  2. Create an Accela account and start the permit application online.
  3. Complete the application in full and upload plans and project documents during submittal; incomplete applications are not reviewed.
  4. City staff reviews the application, verifies information, and issues a fee notice. The applicant must pay the application processing fee, plan check fee if applicable, and GIS fee before the project moves into workflow/plan review.
  5. If plan review is required, corrections are issued through the electronic review process and must be resubmitted until approved.
  6. In parallel, obtain any required approvals and receipts from outside agencies and other City departments, then upload them to Accela.
  7. Pay remaining City fees. The permit is issued only after plans are approved, all required outside approvals are uploaded, and all fees are paid.

Typical processing time: No published standard turnaround found; City states complete applications are processed in the order received.

General Requirements

The City says a building permit is required for most construction, alteration, or repair work on a structure, including room additions, patio covers, garage conversions, electrical upgrades, plumbing work, and major remodeling.

Permit validity
Issued permits are valid for 6 months (180 days). The City FAQ says a six-month extension may be requested before expiration, with an extension fee equal to 25% of the original building permit fee. Separately, permit applications expire if no permit is issued within 1 year of application; one extension of up to 6 months may be granted on written request with payment of 25% of the plan check fee.
Building code
As of January 1, 2026, Palmdale applies the 2025 California Building Standards Code and local amendments to projects filed after December 31, 2025, 5:00 p.m. Complete applications filed by that deadline were reviewed under the 2022 code cycle.
Owner-builder
The signed construction permit declaration / owner-builder State Declaration Form must be uploaded with the permit application unless the permit is going through plan review, in which case the City allows it to be uploaded later when requested. The form must be signed by the person pulling the permit.
Contractor requirements
Public-facing City materials do not spell out the full contractor licensing rule on the summary pages reviewed, but the City requires a signed contractor/owner-builder State Declaration Form and links applicants to the California State License Contractors Board. Contractor-pulled permits should be treated as requiring valid California contractor licensing information on the state declaration materials.

Minimum permit fee
$46.50 for building permit valuation from $0 to $700
Plan check fee
85% of the building permit fee, with a minimum of $146; expedited plan check is an additional 50% of the original plan check fee.
Permit fee formula
Primarily valuation-based under Table 1-A, with different multipliers for permit type/occupancy (for example, combination permit Group R-3 and U 1.43; combination pool permit 2.00; tenant improvement 1.23; all other occupancies 1.50). Separate flat/hourly charges also apply for application processing and specialty items.
Penalty (no permit)
Investigation fee for work without a permit is at least $388.75 for contractors, with a homeowner exception minimum of $222.00 where the Building Official determines the owner-builder had no knowledge a permit was required.
Payment note
Applicants must pay the application processing fee, plan check fee if applicable, and GIS fee before the application moves into workflow/plan review. All remaining City fees and required outside-agency approvals/receipts must be completed before permit issuance. The City routes fee notices and payment through the applicant's Accela account.

Work That Does NOT Require a Permit

  • Minor repairs or cosmetic updates such as painting, flooring, or cabinetry may not require a permit.
  • Wire fences not over 12 feet in height do not require a building permit.
  • Other fences not over 6 feet in height do not require a building permit.
  • Retaining walls retaining not more than 3 feet of earth do not require a building permit if they do not support a surcharge such as a slope or building and are not used to impound flammable liquids.
  • Garage or yard sales do not require a permit.

Important: The City advises applicants to verify project requirements with Building & Safety when unsure. All fences and walls, regardless of height, still require Planning approval. Exempt work can still trigger zoning, planning, fire, health, utility, or other outside-agency approvals depending on project type.
