Application Process

  1. Confirm the project requires a permit and whether Planning Division approval is needed first. Lynwood's submittal checklist says a completed Building & Safety plan check form with Planning Division approval is required before Building Division submittal, and Planning/Public Works may impose additional requirements.
  2. Prepare the application package. Lynwood requires a completed permit or plan check application, project valuation, scope of work, and plan sets; for many plan-check projects it also requires professionally drawn plans, sheet index, site plan, floor plans, elevations, structural information, and Title 24 documents.
  3. Obtain outside agency approvals when applicable. Lynwood's checklist specifically calls out Planning/Zoning approval, Los Angeles County Fire approval for tenant improvements, Los Angeles County Health review for food service uses, and a separate encroachment permit for work in the right-of-way.
  4. Submit through the Lynwood Citizen Access Portal for eligible permits and inspection requests. The city says residents can apply online for certain building permits, schedule inspections, review inspection results, and submit ADU or tenant-improvement plan checks online.
  5. Pay plan check and permit fees. Lynwood does not accept personal or company checks for Building & Safety fees.
  6. Complete plan review. Lynwood's 2025 plan check form says plan check review takes about 10 to 14 business days, with resubmittals delaying review if corrections are required.
  7. After approval and fee payment, the permit is issued and work may begin.
  8. Request inspections as the work progresses through the Citizen Access Portal; for city-issued permits, cancellation or office assistance is by phone at 310-603-0220.

General Requirements

Lynwood's Building & Safety Division reviews construction, alterations, moving, demolition, repair, and use of buildings and structures in the city. Because Lynwood states it has adopted the Los Angeles County Building Code, permits are generally required for new buildings, additions, tenant improvements, remodels and renovations, many decks/patios/fences/pools/retaining walls, new or replaced electrical/mechanical/plumbing work, and grading work.

Permit validity
Because Lynwood uses Los Angeles County building code procedures, plan applications expire if no permit is issued within 12 months, and issued permits expire if work does not start within 12 months or lapses for more than 180 days after work starts; extensions may be requested in writing. This is an inference from the county rules Lynwood relies on.
Building code
Lynwood city planning documents state the city has adopted the Los Angeles County Building Code, based on the current California Building Code, and that Lynwood has not made local amendments. Lynwood's published submittal requirements PDF still instructs applicants to reference the 2019 California code set on plan title sheets, so applicants should expect staff to confirm the current adopted county/state code edition during intake.
Owner-builder
Los Angeles County states a property owner of a one- or two-family residence may obtain permits as an owner-builder for the principal residence where the work is not intended for sale within one year after completion, under Business and Professions Code section 7044. Lynwood's ADU guidance also says permits may be issued to a California state licensed contractor or to the property owner.
Contractor requirements
Lynwood's permit application requires contractor city license number and California state license number. County guidance says permits are commonly issued to licensed contractors, while owners may pull eligible permits as owner-builders.

Work That Does NOT Require a Permit

  • One-story detached accessory buildings such as tool sheds, storage sheds, playhouses, and shade structures up to 120 square feet, up to 12 feet high, with roof projection limits
  • Certain fences up to 6 feet high, unless used as a barrier for private pools, spas, or hot tubs
  • Retaining walls up to 4 feet high unless supporting surcharge or certain liquids
  • Decks, walks, and driveways not more than 30 inches above grade, not over a basement or story below, and not part of an accessible route
  • Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work where disabled access requirements do not apply
  • Minor electrical repair work such as like-for-like replacement of lamps, switches, receptacles, sockets, and similar devices
  • Limited plumbing repairs such as clearing stoppages or repairing leaks where pipes, valves, or fixtures are not replaced or rearranged
  • Portable heating, ventilating, cooling, and evaporative-cooler equipment, plus certain like-for-like mechanical component replacements
  • Limited grading exemptions, including small excavations or fills within county code thresholds

Important: Even when a building permit is exempt, separate plumbing, electrical, or mechanical permits may still be required, and exempt work must still comply with zoning and other applicable laws. Because Lynwood relies on Los Angeles County code exemptions, applicants should verify any borderline exemption with Lynwood Building & Safety before starting work.
