General Requirements

The City states Building & Safety issues permits for building, electrical, mechanical, plumbing, energy, and accessibility work, and enforces permits for construction, alteration, and maintenance of buildings and structures. La Puente Municipal Code Section 8.05.010 adopts Los Angeles County Title 26, which in turn adopts the 2022 California Building Code.

Permit validity
La Puente does not appear to publish permit-expiration rules on its Building & Safety page. Because La Puente adopts Los Angeles County Title 26 by reference, County permit-expiration rules are a reasonable proxy unless the City applies a different local policy: permits expire if work does not start within 12 months of issuance or if work lapses for more than 180 days after starting; 180-day extensions may be requested in writing, and an extension fee may apply.
Building code
La Puente Municipal Code Section 8.05.010 adopts Title 26 of the Los Angeles County Code, as amended and in effect January 1, 2023, adopting the California Building Code, 2022 Edition (Part 2 of Title 24).
Owner-builder
California owner-builder rules apply. CSLB states an owner-builder is generally exempt from licensure, but only within statutory limits; for one- or two-family residential work, Los Angeles County's homeowner guidance says an owner of a principal residence may obtain permits as an owner-builder for qualifying work under Business and Professions Code Section 7044.
Contractor requirements
CSLB states anyone contracting to perform work on a project that requires a building permit, uses employee labor, or has combined labor/material value of $1,000 or more generally must hold a current California contractor license, unless a statutory exemption applies.

The City states fees are invoiced upon application submittal for the published EV charging process; payment may be made by phone with credit card authorization or in person, and credit card payments are subject to a 2.5% processing fee.

Work That Does NOT Require a Permit

  • One-story detached accessory structures such as tool sheds, storage sheds, playhouses, shade structures, and similar uses when not over 120 square feet, not over 12 feet high, and with roof projection not over 24 inches
  • Certain fences and monument signs, generally up to 6 feet high, subject to pool-barrier and setback caveats
  • Decks, walks, and driveways not more than 30 inches above grade, not over a basement/story below, and not part of an accessible route
  • Prefabricated residential pools less than 18 inches deep or not over 5,000 gallons and installed entirely above adjacent grade; safety barriers and similar protection devices are not exempt
  • Playground equipment accessory to Group R-3 occupancy not over 12 feet high
  • Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work where disabled-access requirements do not apply
  • Minor electrical repair work such as replacement of lamps, switches, receptacles, sockets, and similar devices

Important: Because La Puente adopts Los Angeles County Title 26, County "work exempt" rules are the best publicly available exemption list located during this research. Separate electrical, plumbing, or mechanical permits may still be required, and exempt work must still comply with zoning and other applicable laws.
