Application Process

  1. Confirm zoning and planning requirements with the Planning Department. The city states that the building process begins in Planning, and new structures and additions require Planning Department approval; some projects also require a Planning Review Application.
  2. Download the applicable permit form from the Building & Safety page and prepare supporting materials. Typical submittals include the completed permit application, site/floor plans, valuation, contractor and business-license information, and trade-specific documents.
  3. If the project involves construction or demolition debris, submit the city's recycling/reuse materials through Green Halo before permit issuance.
  4. Submit the permit application and plans to the city for review. The Building & Safety page says to allow 5 to 10 days for processing and approval.
  5. Pay permit, plan check, and related city fees. The FY 2025-26 fee schedule also adds records-management, construction-and-demolition, and in some cases planning/general plan fees.
  6. Obtain any required fire, public works, or encroachment approvals before starting work. The city FAQ notes driveways need Planning approval plus an Engineering encroachment permit.
  7. Call the Building Department at least one business day in advance to schedule inspections, complete required progress inspections, and obtain a final inspection sign-off.
