Application Process

General Requirements

The City's permitting process is fully online for building permits, and, except for trade permits, a Zoning Clearance is required before a building permit application. The City states typical plan check submittals include complete plans, structural calculations, and energy reports. Mechanical, electrical, plumbing, and sewer permits are not combined into one building permit and must be applied for separately. Separate permits are required for each structure.

Building code

Owner-builder
Owner-builders must complete the City/County owner-builder form before permit issuance. The form states that contractors are required to be licensed and bonded in California, owner-builders assume legal and financial responsibility for the work, and owners hiring non-licensed persons over $500 total value may become employers for tax and workers' compensation purposes.

The owner-builder form states contractors are required by law to be licensed and bonded in California and to list their license numbers on permits and contracts. The City's required-submittals page also requires a Contractor Declaration Form for all building permits.

Fees

Minimum permit fee
The City's current fee page does not publish a single overall minimum building permit fee. The adopted permit/plan-check table states a permit issuance fee of $54.32 is added to all building permit fees.
Plan check fee
The City's permit/plan-check table states the minimum plan check fee for a standard plan is $295.65. Expedited residential building plan checks (no grading) and certain commercial trade plan checks are charged at the normal plan check fee plus a 75% surcharge.
Permit fee formula
Primarily valuation-based for building permit and plan check fees under Exhibit C / permit-fee tables, with additional flat-rate or surcharge items depending on permit type. Examples on the current City fee page include General Plan Maintenance at 5% of building permit fees, Green Building Fee at $1 per each $25,000 of valuation with a $1 minimum, and Downtown Village Specific Cost Recovery at $0.31 per square foot where applicable.
Reinspection fee
The current public fee schedule does not show a general line item labeled reinspection fee.
Payment note
Invoices can be paid from the applicant dashboard or by the portal's Pay Invoice button. The FAQ also says invoices may be paid by check through the Finance Department.

Work That Does NOT Require a Permit

  • Accessory structures such as sheds, trellises, or similar structures that are not greater than 120 square feet and do not exceed 12 feet in height are identified by the City FAQ as not requiring a building permit.
  • Trade permits are exempt from the City's Zoning Clearance prerequisite, but not from permit requirements themselves.

Important: Even where a building permit is not required, the City states Planning Division review and approval may still be required. The FAQ also states BMP construction requirements apply at all times, including when work does not require a permit or while permits are pending.
