Application Process

  1. Start with the City of Industry Planning Department. The City states planning approval is needed before County plan check for projects requiring it.
  2. Contact the City of Industry/LA County Building office before online submittal if needed. The City lists Jason Cui, Plan Checker, at 626-333-2211 ext. 174 for building plan check questions and the permit technician at 626-333-2211 ext. 118 for BSOP submittal help.
  3. Submit building, electrical, mechanical, or plumbing applications online through BSOP, including the applicable application form(s) and plan set/supporting documents.
  4. Pay plan check fees when invoiced or instructed. The City states plan check fees are determined under the Los Angeles County Building Code and are payable by check or credit card in person at City Hall.
  5. After plans are approved and outside agency approvals are verified, contact the permit technician to obtain the permit and total fees.
  6. Permit issuance requires a licensed contractor to pull the permit. The City requires the contractor license, government-issued ID, and a California notarized authorization letter if someone other than the contractor appears on the contractor's behalf.
  7. After issuance, schedule required inspections at least one day in advance by phone or email. The County also requires the first inspection within 12 months of permit issuance and follow-up inspections at least every 180 days to avoid expiration.
  8. Complete final inspection to close out the permit; for buildings and structures, the Building Official issues a Certificate of Occupancy when applicable.

General Requirements

Generally required for new buildings, additions, tenant improvements, remodels/renovations, occupancy or use changes, decks/patios/fences over 6 feet/fireplaces/pools/retaining walls, new or replaced electrical, mechanical, and plumbing items, and grading work. The City office also states all projects requiring Los Angeles County Building and Safety plan check must be submitted through BSOP after planning approval.

Permit validity
Permit expires if work does not start within 12 months after issuance or if work lapses for more than 180 days after starting. Written extensions of 180 days may be granted, and an extension fee of up to 25% of the permit fee may apply.
Building code
Los Angeles County contract-city building enforcement uses County code titles adopted into the Los Angeles County Code. As of the County's Municode update, Ordinance 2025-0047 adopted the 2025 California Building Code into Title 26 on November 25, 2025; related County titles govern electrical, plumbing, mechanical, residential, green, and existing building work. This is the current code framework applicable through the County Building and Safety office serving Industry.
Owner-builder
Los Angeles County states permits may be issued to the property owner in certain cases, or to an authorized agent representing the owner or qualified contractor. City of Industry's permit issuance page emphasizes licensed contractors for pulling permits; owner-builder eligibility is not further detailed on the City page.
Contractor requirements
Permit issuance page states a licensed contractor must pull the permit, with a B General license or the C license specific to the work. County guidance also states permits may only be issued to contractors with appropriate license(s), owners in certain cases, or authorized agents.

Minimum permit fee
Permit issuance fee of $39.99 applies in addition to other listed fees in the City of Industry 2025-2026 building code fee schedule.
Plan check fee
The City states plan check fees are determined in accordance with the Los Angeles County Building Code. The published City of Industry schedule lists a minimum standardized plan check fee of $218.17 and additional specialized review fees where applicable.
Permit fee formula
Mixed. The schedule includes flat inspection fees by permit/work type and valuation-based components for some reviews, such as geotechnical review at 0.50% of proposed structure valuation, plus a plan maintenance fee equal to 2% of the building permit fee with a $14.33 minimum and $610.29 maximum.
Reinspection fee
The schedule lists some reinspection charges, including $316.81 for inspection or reinspection of certain Group A, Division 4 structures.
Penalty (no permit)
It also lists an investigation fee for work without a required permit equal to the permit fee, but not less than $487.88, with a $243.94 owner-builder exception for one- or two-family dwellings, and noncompliance fees of $146.52 for Group R-3 occupancy and $293.26 for other occupancies.
Payment note
City of Industry states plan check fees may be paid by check or credit card in person at City Hall, and permit fees are payable by check made out to "City of Industry" or by credit card in person.

Work That Does NOT Require a Permit

  • One-story detached accessory buildings such as tool sheds, storage sheds, playhouses, and shade structures up to 120 square feet, subject to the County's height and projection limits.
  • Fences not serving as pool/spa barriers and monument signs, generally up to 6 feet subject to material and setback rules.
  • Retaining walls not over 4 feet measured from bottom of footing to top of wall, unless supporting surcharge or certain liquids.
  • Decks, walks, and driveways not more than 30 inches above grade, not over a basement/story below, and not part of an accessible route.
  • Prefabricated pools for Group R-3 occupancy that are shallow or small enough to meet County thresholds, if installed entirely above adjacent grade.
  • Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work where disabled-access requirements do not apply.
  • Minor electrical repair work such as replacing lamps, switches, receptacles, sockets, and similar devices.
  • Limited plumbing repairs such as repairing leaks or clearing stoppages where pipes, valves, or fixtures are not replaced or rearranged.
  • Portable heating, ventilating, cooling, and certain other portable mechanical equipment.

Important: LA County states exemptions do not authorize work that violates the code or other laws, and separate plumbing, electrical, or mechanical permits may still be required even if a building permit is exempt. Zoning and other local regulations still apply.
