Application Process

  1. Create a Hawthorne CSS account and complete registration with email, phone, address, and signature. Activation links expire in 7 days.

  7. If a property owner is using an agent to sign on the owner's behalf for an owner-builder permit, submit the City's Authorization of Agent form before permit issuance.

General Requirements

Hawthorne enforces permits for construction, alteration, enlargement, repair, movement, demolition, conversion, occupancy-related work, and related building, electrical, mechanical, and plumbing work under its adopted 2022 California codes. Work started before permit issuance is subject to additional investigation and penalty fees. Demolition also requires a building permit, and city bulletins note additional fire department and Cal/OSHA permits may apply depending on scope.

Owner-builder
Hawthorne publishes an Authorization of Agent to Act on Property Owner's Behalf form for owner-builder permits. If someone else signs for the owner, the form must be completed before permit issuance. The form says the owner remains personally responsible for the Notice to Property Owner, and the owner must provide ID, notarization, or other acceptable verification of signature.
