Application Process

  1. Confirm the scope with Building & Safety and gather the city application form plus any project-specific bulletin/checklist. General permit forms are posted on the Building & Safety page, and residential projects must meet the city's minimum submittal requirements.
  2. Complete the Building Permit Application with project address, scope, valuation, owner/applicant information, and contractor license/classification information if a contractor is used.
  3. Submit the application and plans to the Community Development Department. The city indicates minor plan checks may be done over the counter by appointment, and qualifying small residential solar projects may be submitted through SolarAPP+ and then emailed to buildingtech@hgcity.org.
  4. Pay permit and plan-check fees. The city calculates fees from current Los Angeles County fee schedules multiplied by 1.30; for streamlined city solar submissions, the page states full payment of $407.57 is required before processing.
  5. Obtain plan approval and permit issuance before starting work. The city states no building or structure may be built, enlarged, altered, repaired, moved, improved, converted, or demolished without first obtaining a separate permit.
  6. Call for inspections at least 24 hours in advance at (562) 420-2641 ext. 224 as work reaches required stages. For qualifying PV/ESS projects, Los Angeles County Fire Department final inspection is also required before use.

Typical processing time: Not generally published. The city says minor building plan checks may be done over the counter by appointment; no standard turnaround is posted for regular permits.

General Requirements

The city states the California Building Code regulates all construction activity within Hawaiian Gardens and requires a permit before a building or structure is built, constructed, enlarged, altered, repaired, moved, improved upon, converted, or demolished. Separate permits may also be required for mechanical, plumbing, grading, demolition, pools/spas, retaining walls, fences, and each detached structure.

Required Documents

  • At minimum, a completed Building Permit Application. For new residential work, the city requires two complete plan sets including site plan, floor plans, elevations, project description, applicable codes, occupancy/use, construction type, APN, area data, structural plans/details, calculations when required, energy compliance documents, soils/geotechnical information when required, grading/drainage information, and any other information required by the Building Official.
Permit validity
The city page does not post a local expiration rule. Because Hawaiian Gardens adopted the 2025 California Building Standards Code effective January 1, 2026, permit expiration is generally governed by the adopted code framework; California building permits commonly lapse if work does not start within 180 days or is suspended/abandoned for 180 days unless extended by the Building Official. Verify the exact extension practice with the city before filing.
Building code
The city states it enforces the California Building Code. On November 12, 2025, the City Council adopted Ordinance No. 2025-621 adopting by reference the 2025 California Building, Electrical, Mechanical, Plumbing, and Residential Codes, effective statewide January 1, 2026.
Owner-builder
The city's application allows an applicant to sign as owner or owner's agent. Under CSLB owner-builder rules, an owner-builder is exempt from licensure only within statutory limits and assumes full responsibility for the project, permits, inspections, subcontractors, and employer obligations if using unlicensed workers.
Contractor requirements
The city application requires contractor license and classification fields. Under CSLB guidance, anyone contracting for work on a project that requires a building permit, uses employee labor, or totals $1,000 or more in labor and materials must hold a current CSLB license.

Fees

Minimum permit fee
The city does not publish a stand-alone Hawaiian Gardens minimum. For building permits, the linked 2025-2026 County schedule starts at $63.21 valuation-based permit fee plus a $39.99 permit issuance fee, both multiplied by the city's 1.30 factor, before any applicable state surcharges and other fees.
Plan check fee
Building plan-check fees are valuation/occupancy-based under the linked Los Angeles County building valuation table, then multiplied by 1.30. The county table lists a minimum standard-plan plan check fee of $218.17 before the Hawaiian Gardens multiplier. Mechanical plan check is 50% of the required mechanical permit fee before the city multiplier. The city does not publish a single local flat plan-check fee for all projects.
Permit fee formula
Building permit fees are valuation-based under Los Angeles County Title 26, then multiplied by 1.30 by Hawaiian Gardens. Electrical, plumbing, and mechanical permits use the corresponding Los Angeles County title fee schedules, also multiplied by 1.30.
Trade permit fee
Building permit fees are valuation-based under Los Angeles County Title 26, then multiplied by 1.30 by Hawaiian Gardens. Electrical, plumbing, and mechanical permits use the corresponding Los Angeles County title fee schedules, also multiplied by 1.30.
Reinspection fee
The city page does not publish a separate failed-reinspection charge.
Penalty (no permit)
The linked county building schedule includes investigation fees for work without a permit and noncompliance fees, and charges for inspections outside normal business hours; Hawaiian Gardens states county fees are multiplied by 1.30.
Payment note
The city says fees depend on project size and complexity. For streamlined city website solar submissions, full payment of $407.57 is required before processing, and payments are accepted online or in person at the Community Development Department.

Fees change. Verify current amounts at the official fee schedule.

Work That Does NOT Require a Permit

  • One-story detached accessory structures such as tool and storage sheds, playhouses, and shade structures not over 120 square feet, not over 12 feet high, with roof projection limits
  • Certain fences not serving as swimming-pool barriers, generally up to 6 feet high subject to material and setback limits
  • Retaining walls not over 4 feet high unless supporting surcharge or impounding specified liquids
  • Decks, walks, and driveways not more than 30 inches above grade, not over a basement/story below, and not part of an accessible route
  • Prefabricated pools for Group R-3 occupancy that are less than 18 inches deep or not over 5,000 gallons and installed entirely above grade
  • Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work where disabled-access requirements do not apply
  • Minor electrical repair work such as replacement of lamps, switches, receptacles, sockets, and similar items
  • Minor plumbing repairs that do not replace or rearrange traps, drainpipes, valves, pipes, or fixtures
  • Portable heating, ventilating, cooling, and similar listed mechanical equipment

Important: Hawaiian Gardens does not publish its own local exemption list on the Building & Safety page. The items above track the Los Angeles County permit-exempt summaries for adopted code categories and are a useful screening guide, but separate plumbing, electrical, and mechanical permits may still be required, and zoning, right-of-way, fire, pool-barrier, accessibility, and other local rules still apply. Confirm exemptions with the city before proceeding.
