Application Process

  1. Complete the City's permit application and assemble plans and supporting documents in PDF format.
  2. Submit the application package by email to building@cityofgardena.org. Gardena states this process applies to grading, landscaping, building, mechanical, plumbing, and electrical projects.
  3. The City routes the submittal for zoning and code review. Many projects also require review by Planning, Public Works, Los Angeles County Fire, and sometimes LAUSD or county health / industrial waste agencies.
  4. If corrections are required, revise and resubmit. Gardena states first review is typically about 10 business days and resubmittals about 5 business days unless special approvals are needed.
  5. Once approved, a Permit Technician contacts the applicant or licensed design professional to collect fees and issue the permit.
  6. Schedule required inspections by phone before covering work.

General Requirements

Gardena states most residential, commercial, and industrial construction and demolition work, including new construction, additions, remodels, repairs, and alterations, requires a permit. The City specifically lists signs, banners, fences, reroofs, electrical upgrades, plumbing upgrades, and window change-outs as permit-triggering work.

Permit validity
Gardena's published materials conflict. The Permit Information page says a permit is valid for 180 days unless work is active and progressing. The FAQ page says permits become void if substantial progress has not been made after 6 months. The Building Services page says permits are valid for 1 year and void after 1 year without substantial progress verified by inspection. This should be confirmed with Building & Safety before relying on a deadline.
Building code
The City's current Community Development page announces that new 2025 building codes became effective January 1, 2026. Gardena also has a posted code update notice showing adoption of the 2022 California Building Standards Code effective January 1, 2023, so the currently operative cycle appears to have advanced to the 2025 code set as of January 1, 2026.
Owner-builder
Owner-builders may pull permits if they sign the required declaration. Gardena states owner-builders doing the work themselves cannot intend the structure for sale, must live in it for 1 year after completion if they later sell, and may improve only 2 properties in any 3-year period; alternatively, the owner-builder may hire only licensed contractors with current City business licenses.
Contractor requirements
Permits may be pulled only by properly licensed individuals under California Business and Professions Code section 7031.5 or persons exempt under section 7044. Gardena also requires a valid City business license for licensed contractors. Prior to permit issuance, workers' compensation documentation is required unless an exemption applies.

Fees

Minimum permit fee
For Building/Demolition permits, the schedule shows $34.00 for residential valuation up to $500 and $34.00 for commercial valuation up to $500. Trade permits also carry separate issuance and itemized fees.
Plan check fee
Building plan check fee is 100% of the building permit fee. Title 24 / energy-related building plan check fee is also listed at 100% of the building permit fee. Over-the-counter plan check fees are listed separately by level.

Payment note
Gardena states over-the-counter permit fee payments can be handled by walk-in or appointment. For email-submitted permits, the City instructs applicants to send building application materials and credit card information with plans when required.

Work That Does NOT Require a Permit

  • Construction of decks and platforms less than 30 inches high, not attached to a dwelling, plus open walkways and driveways
  • Installation of ceramic tile on floors and countertops and on walls not more than 69 inches high and not in showers or tubs
  • Prefabricated swimming pools not exceeding 24 inches depth or 5,000 gallon capacity, without electrical or plumbing fixtures
  • Construction of cases, counters, and partitions less than 5 feet 9 inches high
  • Painting, papering, and similar finish work
  • One-story detached accessory buildings used as tool and storage sheds, playhouses, and similar uses, if roof area does not exceed 120 square feet

Important: Gardena describes these as the "most common exceptions," not a complete exemption list. Zoning, energy, fire, right-of-way, utility, or trade-permit rules may still apply depending on the project.
