Application Process

  1. Verify the property is in City of El Monte jurisdiction and determine whether Planning approval or Zoning Clearance is required before Building plan check.
  2. Prepare the permit application and plans. El Monte posts separate application forms for building, electrical/mechanical, and plumbing/sewer permits. For plan check projects, the City requires three complete plan sets; digital plans are preferred on some current handouts. Plans generally must include a site/plot plan, floor plans, elevations as needed, energy documents when conditioned space is affected, and any structural observation or special inspection forms required by the project.
  3. Obtain any required Planning approval first. The Building Division's plan check handout says Planning approval is required before plan check submittal.
  4. Submit the application and documents to the Building Division. General building applications are currently processed in person at the counter, while the EnerGov portal is limited to certain express permits such as residential panel upgrades and same-location water heater changeouts. Eligible residential rooftop PV can use SolarAPP+ plus the City CSS portal.
  5. Pay plan check and permit fees. El Monte states permit fees are valuation-based for building permits, with separate issuance, plan check, state surcharge, and other agency fees as applicable.
  6. Obtain outside-agency approvals before permit issuance when triggered. Posted City materials identify possible approvals from Los Angeles County Fire, Public Works/Engineering, Health Department, sanitation, water purveyor, school district, and AQMD. For one- and two-family dwellings, townhomes, and ADUs, the City's September 10, 2025 fire policy requires Fire Form 195 or County Fire review before permit issuance.
  7. Perform the work under the issued permit and schedule required inspections with the Building Division and any other reviewing agencies.
  8. Before final approval, submit a digital PDF set of the approved plans for permit projects covered by the City's September 10, 2025 digital-plan policy; failure to do so may delay final approval or certificate of occupancy.

Typical processing time: No general turnaround is posted on the City pages reviewed. The City states plan check remains valid for one year, after which renewal fees may apply.

General Requirements

El Monte requires permits for general building construction, additions, remodels/alterations, demolition, grading, and trade work under its Building Division processes. City handouts also indicate separate permit applications for building, electrical/mechanical, and plumbing/sewer work. Public Works permits are required for work in the public right-of-way. Grading permits are required unless a listed exception applies.

Permit validity
The City's current building permit application says plan check is valid for one year and additional fees may be required after one year for renewal. The Digital Submission of Approved Plans Policy requires PDF approved plans before final approval. For grading permits, the municipal code states the permit expires if work does not commence within 60 days unless extended by the City Engineer.
Building code
The City states that for applications submitted on or after January 1, 2026, it enforces the 2025 California Building Standards Code, Title 24, including Los Angeles County amendments where applicable.
Owner-builder
El Monte's posted "Simple Process for Commercial TI or Residential Remodel" states owner-builder is only allowed for residential projects.
Contractor requirements
The same City handout says a properly licensed contractor is required to secure permits, except approved owner-builder residential permits. The City's July 1, 2025 contractor licensing policy states any commercial or multifamily construction work valued at $500 or more must be performed by a CSLB-licensed contractor and may be enforced through stop-work orders, fines, and permit consequences.

Fees

Minimum permit fee
Posted FY 2024/2025 building permit fee schedule shows a minimum building permit fee of $76.71 for valuation up to $700, plus a permit issuance fee of $48.53. The City separately posted that Building and Safety fees increased 3.1% effective July 1, 2025, and the current building permit application lists an issuance fee of $49.99 per permit type.
Plan check fee
Posted standard plan check fee is equal to 85% of the building permit fee, with a $143.98 minimum on the FY 2024/2025 schedule. Additional plan check due to revisions or over second submittal is posted at $192.50 per hour.
Permit fee formula

Mechanical, plumbing, demolition, and some other fees are schedule-based. School fees, agency fees, and utility/water letters may apply depending on project scope.

Building permits are valuation-based. Posted FY 2024/2025 schedule shows tiered valuation fees, plus issuance fee, state SMIP surcharge, California Green fee, and project-specific add-ons. Mechanical, plumbing, demolition, and some other fees are schedule-based. School fees, agency fees, and utility/water letters may apply depending on project scope.
Reinspection fee
Posted general Building Division reinspection fee is $172.57 on the FY 2024/2025 schedule.
Penalty (no permit)
Investigation fee for work done without a required permit is stated as equal to the permit fee, subject to the posted minimum on the schedule.
Payment note
The City materials reviewed do not provide a full general payment policy online. SolarAPP+ instructions say City invoices in the CSS portal are paid through MyGovPay at checkout. For general permits, applicants should expect invoicing through the Building Division and confirm accepted payment methods with staff.

Fees change. Verify current amounts at the official fee schedule (effective July 1, 2025).

Work That Does NOT Require a Permit

  • The City materials reviewed do not publish one consolidated El Monte-specific exempt-work list for ordinary building permits.
  • Grading permit exceptions are expressly listed in El Monte Municipal Code Chapter 15.40 and include: excavation below finished grade for a swimming pool or underground structure authorized by a valid building permit; excavation or fill authorized by a valid plumbing permit; grading by or for a public agency or utility company when specifically exempted by the City Engineer and/or Chief Building Official; and minor grading that does not redirect or concentrate drainage and is of negligible hazard, where site modification does not exceed 5,000 square feet or a building addition is less than 500 square feet, or when specifically exempted by the City Engineer and/or Chief Building Official.
  • Planning materials indicate Zoning Clearance is required for storage structures and tool sheds in excess of 120 square feet, which is directionally consistent with California's usual threshold for small detached accessory structures, but applicants should not treat that as a blanket building-permit exemption without confirming with the Building Division.

Important: Even where a building permit may be exempt under state code or local grading exceptions, separate zoning, fire, right-of-way, utility, or agency approvals may still be required. Because El Monte does not post a complete local exempt-work summary on the pages reviewed, applicants should confirm exemptions directly with Building Division staff before starting work.
