Application Process

  1. Prepare a site plan for projects involving floor-area expansion or construction of patio covers or decks. The city handout says the minimum acceptable site-plan size is 11 x 17 inches, three copies are required for all building permits, and additional detail may be required by the City Engineer and Building Official.
  2. Obtain a Development Permit Application from the Planning Department and file the completed application with Planning.
  3. Wait for Planning Department review. After Planning approves the plans, file the approved plans with the Building Department for plan check.
  4. Submit a building plan review application with project information, ownership/applicant information, and estimated construction valuation.
  5. Obtain any required outside approvals. Bradbury states that most plans also need Los Angeles County Fire Department approval and City Engineer approval.
  6. Pay all required city, county, and school fees. Bradbury states that additions larger than 500 square feet require development fees to the Duarte Unified School District.
  7. After fees are paid and permits are issued, begin construction and call for inspections at each required phase.
  8. For projects larger than 1,000 square feet, complete a Conceptual Plan Review / preliminary plan review first; the city states these projects require a Planning Commission public hearing before they can proceed to building-plan review and permit issuance.

Typical processing time: No general permit turnaround time was posted in the city materials reviewed.

General Requirements

Bradbury states that all new construction and remodeling activity requires building permits and Planning Department approval. The city handout specifically lists new dwellings, reroofing, door/window replacement, water-heater replacement, walls and fences, swimming pools and tennis courts, interior remodeling, barns/paddocks/corrals, patio covers, grading, and additions of enclosed floor area.

Required Documents

  • At minimum, city materials call for a Development Permit Application, Planning-approved plans, a building plan review application, and a site plan meeting the city handout requirements. Depending on the project, additional plan information may be required by the City Engineer and Building Official. The city also posts Planning Application, Conceptual Plan Review Application, EV Permit Checklist, Encroachment Permit, Tree Permit, and Construction and Demolition Debris Recycling and Reuse Plan forms.
Permit validity
The city handout states that if a reasonable amount of work is not performed during any 180-day period, the permit automatically expires and additional fees are required to renew it.
Building code
Bradbury's posted materials show the city enforces the California Building Standards Code framework through its municipal code and supporting Building & Safety handouts. I found city materials confirming CALGreen adoption and city handouts referring generally to code compliance, but I did not find a clearly posted current ordinance on the city website confirming the latest local code cycle edition; applicants should confirm the currently enforced Title 24 edition with City Hall before filing.
Owner-builder
Bradbury publishes an Owner Builder handout/form on its Building & Safety page. Applicants proposing to act as owner-builder should obtain and complete the city's owner-builder materials before submittal.
Contractor requirements
Bradbury's final inspection requirements state that all contractors and subcontractors must obtain a City business license. Contractors working on permit work in California must also hold any required California contractor licensure for the trade performed.

Fees

Minimum permit fee
Not publicly posted
Plan check fee
Not publicly posted, though city budget materials separately reference Building Plan Check Fees as a revenue category.
Permit fee formula
The city handout says the building plan review application must include estimated construction valuation, which indicates valuation is used in permit processing, but the city does not publicly post the formula on the pages reviewed.
Reinspection fee
No separate public reinspection fee schedule was identified.
Payment note
Bradbury states that city, county, and school fees must be paid before construction begins. For additions larger than 500 square feet, school fees are payable to Duarte Unified School District. If applicable, final approval also requires proof of payment of Los Angeles County Sanitation District fees.

Work That Does NOT Require a Permit

  • Bradbury's public handouts reviewed do not publish a city-specific exempt-work list.
  • Because Bradbury states that all new construction and remodeling activity requires permits and planning approval, applicants should not assume common minor-work exemptions apply without checking with the Building Inspector first.

Important: Even where state code may exempt narrow categories of work, local planning review, fire-zone standards, grading controls, encroachment permits, tree permits, HOA approvals, utility release requirements, or right-of-way improvement requirements may still apply in Bradbury.

A separate final-inspection handout says the Building Inspector is available at City Hall or by phone Monday through Friday between 8:30 a.m. and 11:00 a.m.; because the city documents are not fully consistent, applicants should confirm current inspection-call windows with City Hall.
