Application Process

  1. Check Bellflower's permit handouts and confirm whether your project requires a permit and whether Planning review is required first.
  2. Download the Building Permit Application and prepare the required PDF package. Bellflower's application requests project description, valuation, square footage, owner/applicant information, and contractor or design professional details.
  3. Email architectural plans and the Building Permit Application in PDF format to the Planning Division at planner@bellflower.ca.gov for preliminary review. Planning will issue a Planning Division Assignment Sheet (PDAS) if the project is authorized to proceed.
  4. Email the Building & Safety Division your submittal package through a Dropbox link to ptechnician@bellflower.ca.gov. Bellflower says the package should include the permit application, plans, grading documents, soils reports, structural calculations, and energy reports if applicable. The package is not accepted without the PDAS.
  5. After intake, Bellflower assigns permit and plan check case numbers and emails an invoice. Pay fees in person or by mailed check to the City of Bellflower, Attn: Permit Technician.
  6. Once payment is received, the package is routed for review. Bellflower posts approximate initial review times of 10 business days for residential projects and 15 business days for commercial projects, with longer timing for complex projects.
  7. After approval, obtain the permit, keep it on site, complete required inspections, and obtain final approval before occupancy or use changes.

General Requirements

Bellflower requires a permit before an owner or authorized agent constructs, enlarges, alters, repairs, moves, demolishes, or changes the occupancy of a building or structure, or installs, enlarges, alters, repairs, removes, converts, or replaces regulated electrical, gas, mechanical, or plumbing systems. Bellflower's public handout gives examples including reroofs, window and door replacement, water heater change-outs, ADU conversions, new homes, additions, remodels, demolition, patio covers, fences over 6 feet, sheds over 120 square feet, HVAC change-outs, electrical upgrades, utility line work, retaining walls over 4 feet, and pools or spas.

Permit validity
A permit application expires 180 days after completion of the first submittal review unless a permit is issued. Once issued, a permit expires if work is not commenced within 12 months, or if work is suspended or abandoned for 180 days after commencement. Bellflower may grant a written extension of up to 180 days for an unexpired permit, but no permit is valid for more than 3 years from original issuance. Reissuance of an expired permit requires compliance with current regulations and payment of plan check and permit fees. Bellflower also provides a public Permit Extension Request form.
Building code
Bellflower Municipal Code Title 15 adopts the 2025 California Building Code and related California codes by reference. Bellflower's plan review page also states that all new and currently submitted plans under the 2022 code must be approved and permits issued by March 30, 2026, otherwise compliance with the 2025 codes will be required for approval and issuance.
Owner-builder
Bellflower allows permits to be issued to licensed contractors for the specific work or to property owners acting as owner-builders if they meet California statutory requirements. Bellflower's owner-builder handout says owner-builder applications must include the Owner-Builder Declaration, Workers' Compensation Insurance Declaration, Construction Lending Agency Declaration, Hazardous Materials Declaration, and Permit Applicant Declaration, plus owner identification and, in Bellflower, a notarized owner signature when required. If the owner hires workers, the owner must carry workers' compensation coverage before inspection.
Contractor requirements
Bellflower states permits may be issued to licensed contractors for the specific scope of work. Contractors must provide workers' compensation proof unless exempt, and Bellflower's contractor-agent requirements require owner authorization plus contractor authorization documents for an authorized agent. Bellflower recommends using an appropriately licensed California contractor.

Fees

Plan check fee
Required at the time plans and specifications are submitted; the amount is established by City Council. Additional plan review fees may be assessed for incomplete submittals, deferred submittals, or unresolved deficiencies after the third review.
Permit fee formula
Permit fees and plan review fees are set by City Council resolution. Bellflower requires the applicant to state permit valuation, and the Building Official may adjust the final valuation.
Payment note
For electronic submittals, Bellflower sends an invoice by email after intake. Payment may be made in person or by mailed check payable to City of Bellflower, mailed or delivered to 16600 Civic Center Drive, Bellflower, CA 90706-5494, Attn: Permit Technician. Review does not start until payment is received.

Work That Does NOT Require a Permit

  • One-story detached accessory buildings such as tool sheds, storage sheds, and playhouses not exceeding 120 square feet
  • Fences less than 6 feet high
  • Platforms, walkways, and driveways not more than 30 inches above grade and not over a basement or story below
  • Painting, papering, and similar finish work
  • Retaining walls not over 4 feet high unless supporting a surcharge
  • Window glazing replacement or repairs that do not enlarge or reduce an opening and do not require removal of finish material or part of the frame
  • Minor electrical repairs, lamp replacement, and approved portable equipment connections
  • Minor plumbing stoppage clearing and leak repairs that do not involve replacement or rearrangement of valves, pipes, or fixtures
  • Minor mechanical exemptions listed in the code, such as portable heating appliances, portable ventilation equipment, portable cooling units, and some small self-contained refrigeration systems

Important: Bellflower notes that Planning Division review is still required to verify zoning compliance even where a building permit is not required. Emergency repairs still require a permit application by the next working business day. Other trade, zoning, or agency approvals may still apply depending on scope.
