Application Process

  1. Confirm project scope with Building & Safety and gather any required outside approvals. The city notes plan review must be completed and all applicable city approvals secured before permit issuance, including building, zoning, and fire compliance.
  2. Prepare the building application, construction plans, and supporting documents. The city says detailed construction plans are required for most projects and must clearly show the location, nature, extent, and code compliance of the work.
  3. Submit through the city's process: standard plan check submittals and resubmittals may be emailed to Permits@AgouraHillsCity.org, and the city also offers online permitting through MyGovernmentOnline.
  4. Respond to plan check comments and provide any revised plans or agency signoffs requested by the city.
  5. Pay fees. For online permits, the city states fees can be paid through MyGovernmentOnline by credit card; payment can also be made in person at the Building & Safety counter for at least some permit types.
  6. After issuance, post the permit, keep approved plans on site, complete inspections in sequence, and obtain final approval or a Certificate of Occupancy where required.
  7. Schedule inspections by calling the 24-hour automated inspection request line at 866-701-3365.

Typical processing time: No general citywide turnaround is published on the indexed permit pages for standard building permits. For expedited solar, the city says traditional review can take about 5 to 10 business days on average, while SolarAPP+ eligible systems can move to permit issuance after approval and payment.

General Requirements

The city describes a building permit as authorization to commence proposed construction, alteration, demolition, or repair of a building or structure. Building & Safety performs inspections on permits for new construction, additions/remodels, tenant improvements, and all trades including electrical, mechanical, and plumbing.

Required Documents

  • Building application
  • detailed construction plans for most projects
  • supporting documents needed to show code compliance
  • external agency approvals where applicable
  • owner-builder declaration or contractor licensing/exemption statement when applicable.
Permit validity
The city's permit administration page references permit expiration, and the city uses plan check extension/reinstatement forms citing CBC 105.3.2 and CRC R105.3.2. Based on the city's adoption of the 2022 California Building Standards Code, plan checks generally expire under the adopted CBC/CRC timelines unless extended, and permits generally follow the adopted CBC/CRC expiration rules. Confirm the current expiration date with Building & Safety for the specific permit.
Building code
Agoura Hills states that, beginning January 1, 2023, it applies the 2022 California Building Code, Residential Code, Electrical Code, Mechanical Code, Plumbing Code, Energy Code, Historical Building Code, Existing Building Code, and CALGreen, plus the 2023 Los Angeles County Fire Code and city amendments.
Owner-builder
Yes. Agoura Hills requires an owner-builder acknowledgement/declaration form. The city form cites Business and Professions Code section 7031.5 and requires the applicant to state whether they are licensed or exempt. The owner-builder materials also state the owner may need to show ID, notarization, or other verification, and note restrictions on selling owner-built improvements unless built entirely by licensed contractors.
Contractor requirements
The city's forms cite Business and Professions Code section 7031.5, requiring permit applicants either to state that they are licensed under the Contractors' State License Law or to claim a valid exemption. City owner-builder materials require listing licensed contractors if the owner is contracting the work out.
