Application Process

  1. Check zoning, parcel constraints, and site conditions before applying, including GIS, septic or well, floodplain, HOA, and access issues where relevant.
  2. Prepare the online application package with the project name and description, project address, owner name and address, APN, contact email and phone, and required plans and supporting documents.
  3. Obtain outside-agency clearances that apply to the site before permit issuance, which may include sewer or water district, Environmental Health, fire district, school district, Public Works or Caltrans, Water Resources, or Air Quality approvals.
  4. Submit the application through the county's OpenGov portal. The county states building permit submittals are accepted online only.
  5. Wait for planning clearance and agency review. The county says initial planning and zoning clearance may take up to 10 business days, and first plan review for larger projects is typically about 4 to 6 weeks.
  6. Pay fees when requested. The county instructs applicants not to pay until staff confirms the correct fee amount.
  7. Receive approved plans in the portal, pull the permit, and request inspections as work progresses.
  8. Obtain final inspection approval before occupancy and before the permit expires.

Typical processing time: Up to 10 business days for planning clearance; about 4-6 weeks for first plan review; about 2 weeks for revisions or re-checks.

General Requirements

Lake County states that all construction activity, from initial grading through interior improvements, alterations, and most repairs, requires a building permit unless specifically exempted by the adopted California Building Code and county zoning ordinance. The county also requires permits before constructing, enlarging, altering, repairing, moving, demolishing, or changing occupancy of a building or structure, or installing, altering, replacing, removing, or converting regulated electrical, gas, mechanical, or plumbing systems.

Permit validity
Application expires if no permit is issued within 180 days of submittal. After issuance, county materials say a permit expires after 365 days of non-activity, but another handout states an inspection must occur within 180 days of permit issuance or the last inspection to avoid expiration. Written extensions of up to 180 days may be available for justifiable cause.
Building code
County documents reference the 2022 California Building Standards Code package, including the 2022 California Building, Residential, Electrical, Plumbing, Mechanical, Green Building, Energy, Fire, Administrative, Historical Building, and Existing Building codes, plus county design criteria and related local requirements.
Owner-builder
The county permit application includes California owner-builder declarations under Business and Professions Code section 7044. Owner-builders assume responsibility for the full project and may become responsible as an employer if they hire unlicensed workers.
Contractor requirements
The permit application requires either licensed contractor information or a signed statement claiming an exemption from California contractor licensing law, and cites Business and Professions Code section 7031.5.

Fees

Minimum permit fee
$160.00 minimum for combination building permits on projects up to $1,000,000 valuation and for many remodel or repair permit categories
Plan check fee
65% of the combined building permit fee; AB 1332 preapproved plans are 33% of the combined building permit fee
Permit fee formula
Combination building permit fee is valuation-based. For projects up to $1,000,000 valuation, the county lists 2.6% of building valuation calculated from the ICC table, with a $160 minimum. For projects over $1,000,000 valuation, it lists 1.5% of building valuation. For remodels and repairs without new square footage, it lists 3% of construction cost or approved labor and material estimate, with a $160 minimum.
Reinspection fee
Additional inspections and reinspections are $99.87 per hour effective July 12, 2025. Permit extension request fee is $51.35.
Penalty (no permit)
Expired permits under one year are 25% of the current permit fee with a $160 minimum; one to five years are 50% of the current permit fee with a $160 minimum; five years and over require a new permit. Administrative penalties under Chapter 5 start at $130 for a first violation.
Payment note
The county says zoning clearance and plan review fees are due at application submittal, while building permit, CBSC, and SMA fees are due at permit issuance. OpenGov payments can be made online, and in-person payments are also available in Lakeport.

Work That Does NOT Require a Permit

  • Accessory structures less than 120 square feet and less than 12 feet high do not require a building permit, but still require zoning clearance
  • Some grading work may be exempt from a grading permit, subject to the county's grading questionnaire and Chapter 30 exemptions
  • Driveway encroachment permits are not required if the driveway is on a non-county-maintained road

Important: Lake County does not publish one consolidated webpage listing every building permit exemption. County materials instead direct applicants to the adopted California Building Code and county zoning rules, and note that separate zoning, floodplain, environmental health, fire, encroachment, or HOA approvals may still apply even when a building permit is not required.

How to Schedule

Scheduling deadline
The county's older SFD handout says to request inspections at least 24 hours in advance. OpenGov allows online scheduling until 7:00 AM on the inspection day.

Monday-Friday, 8:00 AM to 4:30 PM

Typical inspection sequence: For residential work, county materials list foundation, ground or under-floor plumbing, pre-slab, girder for raised floors, underfloor insulation, pre-wrap, framing, wall or ceiling insulation, gypsum wallboard, stucco scratch coat, and final inspection. Required inspections vary by project scope.
