Application Process

  1. Confirm zoning and site constraints using the city's GIS and zoning resources before planning the work.
  2. For simple permits that do not require plan submittal, move directly to portal setup and submission. For larger projects, prepare plan sets and obtain any required architect or engineer stamps.
  3. Obtain outside-agency sign-offs that apply to the project, including Environmental Health, Air Quality, Water Resources, fire review, sewer or special district approvals, school fees, and local water district approvals where required.
  4. Create an OpenGov portal account and upload a California-issued driver's license.
  5. Upload plans and supporting documents through the portal, including agent authorization and a flood-zone elevation certificate if applicable.
  6. Staff reviews the submission, calculates fees, and sends a payment request.
  7. Pay by credit card in the portal or by check in the office using a printed invoice.
  8. After approval, print the approved permit and stamped plans, keep them on site, and schedule inspections through the portal.

Typical processing time: For plan-check projects, the city estimates about 4 to 8 weeks total: initial review 2 to 4 weeks, re-checks about 1 week, and payment request or permit issuance 1 to 2 weeks. Inspection lead times are typically 1 to 2 weeks.

Permit validity
The city states the permit application is non-refundable and expires after 12 months. If final inspection is not passed and the permit expires without an approved extension, the applicant must reapply and pay current fees.
Building code
The city announced adoption and enforcement of the 2025 California Building Standards Code, including Parts 1 through 11A, for permit applications submitted on or after January 1, 2026.
Owner-builder
Owner-builders must create and submit the application through the portal themselves and comply with California owner-builder workers' compensation and insurance requirements.
Contractor requirements
Contractors must hold a current California contractor license and a current City of Clearlake business license at the time of permit issuance.

Fees

Minimum permit fee
The schedule does not publish a single universal minimum for all building permits. Listed flat-fee examples include $150 for residential electrical or mechanical service upgrade or repair, $150 for residential plumbing, $150 for residential demolition, $150 for retrofit foundation, $125 for an EV charging port, $200 for a generator, and $400 for residential roof-mounted solar.
Plan check fee
Building plan check is calculated per the BVD fee table for valuation-based projects. Plan revision review is $100.
Permit fee formula
Building permits and building plan check are calculated per the ICC Building Valuation Data table, plus state-mandated Building Standards Administration and seismic fees based on permit valuation.
Reinspection fee
Building reinspection fee is $100.
Penalty (no permit)
Failure to obtain a required permit before work begins is charged at 2 times the permit fee.
Payment note
Portal credit-card payments carry a 3% fee, or applicants may bring a check to the office with a printed invoice. The fee schedule also lists a $35 returned-check fee.

Work That Does NOT Require a Permit

  • Detached accessory structures not exceeding 120 square feet
  • Painting, some tiling, carpet, cabinets, countertops, and similar finish work
  • Window awnings projecting no more than 54 inches from an exterior wall
  • Window replacements that do not require structural changes or affect egress standards
  • Roofing repairs of 100 square feet or less that do not involve major sheeting or framing repairs
  • Decks not exceeding 200 square feet and no more than 30 inches above grade at any point
  • Electrical work such as swapping a light fixture, replacing a faulty outlet or switch, and temporary decorative plug-connected lighting
  • Portable heating, ventilation, or cooling units
  • Plumbing repairs to existing fixtures to stop leaks where piping is not replaced

Important: The city notes some exempt-looking work may still require review, especially windows, reroofing, and similar items. Zoning and other city requirements can still apply even if a building permit is not required.
