Application Process

  1. Confirm the parcel is inside Corcoran city limits and verify zoning and site-plan requirements with the city before preparing permit documents.
  2. Complete the city residential permit application and assemble the required submittal package. The city packet calls for two plan sets, two Title 24 energy calculation sets, two truss calculation sets, two reduced floor and site plans, and an electronic PDF copy.   3. Submit the application and plans to the Building and Safety Division at City Hall. Incomplete forms are not processed. Plan check fees are due at submittal.
  4. Respond to plan check comments, then pay remaining permit fees at permit issuance. The city fee schedule states project-specific permits require payment in full at issuance.
  5. Keep the stamped approved plans, truss calculations, and energy calculations on site during construction and call in inspections as work progresses.
  6. Complete final inspection items, including insulation certification, HERS and signed Title 24 documentation where applicable, and close out the permit.

Typical processing time: Over the counter or within 24 hours for basic reroof, electrical, plumbing, and mechanical upgrades or repairs; up to 3 working days for photovoltaic permits; about 3 weeks or more for additions and remodels; 6 weeks or more for new single-family dwellings and commercial plan checks.

Permit validity
The posted application states the application expires 180 days from the date received unless a building permit has been issued. A current city source stating the post-issuance permit expiration period was not identified in the reviewed materials.
Building code
The current city application packet says Corcoran enforces California Title 24 Building Codes, California Uniform Housing Code, California Energy Standards, and local regulations. However, the online codified Title 9 still shows a 2002 adoption referencing the 2001 California Building Code, so applicants should verify the currently enforced code edition with the Building Official.
Contractor requirements
The application requires the contractor's California license number and expiration date. It also states contractors must have a valid City of Corcoran business license and current liability insurance and workers' compensation documentation on file before permit issuance.

  • Cosmetic work such as painting, trim, wall covering, cabinet work, tile, and floor covering
  • One-story detached accessory buildings not exceeding 120 square feet
  • Platforms, walkways, and driveways not more than 30 inches above grade, at least 10 feet from the curb, and not over a basement or underground story
  • Windows and doors that do not change in size or configuration
  • Patio decks not more than 30 inches above ground

Important: These exemptions come from the city's posted residential permit packet and should be confirmed with the Building Official for nonresidential work or where structural, accessibility, floodplain, utility, zoning, or encroachment issues may apply.

Scheduling deadline
Requests must be received by 7:00 AM on the inspection day; later requests roll to the next inspection day.
Time windows
Inspections are performed Tuesdays and Thursdays between 9:00 AM and 11:30 AM and between 1:00 PM and 4:00 PM. Special Friday inspections require Building Official approval.
