Permit Authority

Applies within the incorporated City of Trinidad. The City contracts for planning and building functions, and many projects also require City planning approvals such as Coastal Development Permit, Design Review, and sometimes grading review.

Application Process

  1. Confirm whether the project also needs City planning approvals first. Trinidad states that many building projects also require Coastal Development Permit and or Design Review, and planning approval must be completed before the building permit is issued.
  2. Submit at least a project description and plot plan to the Building Official for review. Complete construction plans are often submitted at this stage but are not always required initially.
  3. The Building Official performs a preliminary investigation for site suitability and other permit requirements, and application fees are collected.
  4. Coordinate a pre-site inspection so the Building Official can verify site conditions and the plot plan.
  5. After the plot plan is complete and construction plans are received, the City sends referrals to other reviewers as needed.
  6. Construction plans are reviewed for compliance with state building codes, and revisions may be required.
  7. After referrals clear and plans are approved, the permit is issued and final plan-check and issuance fees are collected.
  8. During construction, complete required inspections until final approval.

Typical processing time: Small projects such as reroofs or new electrical service can be issued within about one week. Larger typical projects usually take two to three months. Planning permits generally take at least 10 weeks from a complete application.

Trinidad states that many types of structures and development require a building permit, and many also require Design Review and or a Coastal Development Permit. Projects within 50 feet of a bluff edge or in or near environmentally sensitive or unstable areas are especially likely to need City planning approval in addition to the building permit.

Building code
Current City construction documents reference the 2022 California Building Code, 2022 California Electrical Code, 2022 California Mechanical Code, 2022 California Plumbing Code, 2022 California Energy Code, 2022 California Fire Code, 2022 California Green Building Standards Code, and 2022 California Administrative Code.
Contractor requirements
Trinidad expects contractors doing work in the city to hold appropriate contractor license class information, and the City's business-license page says contractors providing services in Trinidad need a City business license.

Fees

Minimum permit fee
$23.50 for valuation from $1 to $500, plus a $24.00 issuance fee
Plan check fee
65% of the building permit fee.
Permit fee formula
Valuation-based. The 2025 schedule uses stepped fees by project valuation, with lower brackets starting at $23.50 for the first $500 and higher brackets increasing per $1,000 of valuation.
Reinspection fee
Inspections with no specifically listed fee are $50.00 minimum charge for 1/2 hour, or the jurisdiction's total hourly cost if greater.
Penalty (no permit)
Additional plan review due to changes, additions, or revisions is also $50.00 minimum or hourly cost if greater. Outside consultants for plan checking or inspections are billed at actual cost including administrative and overhead costs.
Payment note
Checks for application fees can be mailed or dropped off at City Hall.

Work That Does NOT Require a Permit

  • Accessory structures less than 120 square feet and 15 feet in height are generally exempt from permit requirements
  • Fences up to 6 feet high along interior rear and side property lines are generally exempt from zoning setback and building permit requirements
  • Fences up to 4 feet high along front or street-side property lines are generally exempt from zoning setback and building permit requirements

Important: Otherwise exempt small accessory structures may still need review if they are within 50 feet of a bluff edge or in or near other sensitive areas. Such structures and other impervious surfaces generally cannot be placed on top of onsite wastewater treatment system components. Separate planning, coastal, stormwater, environmental health, or grading requirements may still apply.

Humboldt's route sheet shows Trinidad inspections Monday through Friday.
