Application Process

  1. Confirm zoning/planning issues first if your project may need a zoning change, variance, or other entitlement; the city routes permit review through zoning, engineering, and building.
  2. Submit a building permit application and upload drawings and supporting documents through the Reedley iWorQ portal. Reedley says no hard-copy plan set is needed because plans are reviewed electronically.
  3. Include scaled plans appropriate to the scope. Reedley says interior work usually needs a floor plan and cross-sections; exterior work typically needs a floor plan, cross-section, site plan, and elevations. Structural plans are required where applicable.
  4. City staff reviews the submittal for completeness and compliance with the California Building Code, local zoning, and other applicable laws, and may circulate it to other municipal reviewers.
  5. Respond to corrections or outstanding requirements. Reedley says the Building Official usually discusses problems before refusing a permit.
  6. After approvals are complete, the city notifies the applicant by phone. The permit is then picked up at the Building Division counter.
  7. Keep the permit and approved drawings on site during construction, then schedule inspections through the city inspection line or portal.

Typical processing time: No numeric estimate published. Reedley says simple alterations/additions can usually be handled fairly quickly, while more complex proposals take longer.

General Requirements

Reedley requires permits for projects covered by the adopted 2022 California Building, Residential, Electrical, Plumbing, Mechanical, Green, and related codes. The city specifically notes demolition of any building in whole or in part requires a demolition permit. New buildings and qualifying remodels may also trigger utility connection requirements under the municipal code.

Required Documents

  • Reedley publishes a building permit application and says applicants should submit the application, sketches, building drawings, plans, and other supporting documents online. Typical submittals include a site plan, floor plan, cross-sections, elevations, and structural plans showing foundation, wall framing/bracing, floor framing, roof framing or truss layout, and critical connection details.
Permit validity
Reedley publishes a permit extension request form and extension fee, but does not restate the expiration period on its website. Reedley adopts the 2022 California Administrative Code and states there are no local amendments to that administrative code, so permit expiration appears to follow the adopted state code unless the Building Division advises otherwise. Confirm the live expiration date and extension eligibility with the city before relying on it.
Building code
Reedley Municipal Code 9-1-1 adopts the 2022 California Administrative Code, California Building Code, California Residential Code, California Reference Standards Code, California Plumbing Code, California Mechanical Code, California Electrical Code, California Fire Code, California Green Building Standards Code, and related appendices listed there.
Owner-builder
Reedley requires an owner-builder disclosure form before issuance. The owner must acknowledge financial and legal responsibility, risks tied to unlicensed labor, employer obligations, and limits on building residential structures for sale without licensed subcontractors.
Contractor requirements
Reedley's application and owner-builder notice state contractors must be licensed and bonded in California and must list their contractor license number on permits and contracts. Workers' compensation information is also required unless the applicant qualifies for an exemption.

Fees

Minimum permit fee
Building permit valuation table starts at $23.50 for $1 to $500 total valuation, plus a $40.00 administrative fee per permit and applicable state/local add-on fees
Plan check fee
Building plan check is 65% of the building fee; established master plans are 50% of the building fee; new master plans are 65% of the building fee
Permit fee formula
Primary building permit fees are valuation-based; Reedley also charges itemized electrical, mechanical, plumbing, roofing, pool, demolition, photovoltaic, EV, and other permit fees
Reinspection fee
The inspection procedure warns failure to cancel/reschedule before 8:30 a.m. may result in an additional inspection fee. The adopted fee schedule also states a 15% late fee per invoice applies if unpaid 30 days after the invoice date. Permit extension fee is $75.00.
Penalty (no permit)
The inspection procedure warns failure to cancel/reschedule before 8:30 a.m. may result in an additional inspection fee. The adopted fee schedule also states a 15% late fee per invoice applies if unpaid 30 days after the invoice date. Permit extension fee is $75.00.
Payment note
Reedley says plan check fees are collected when plans are submitted, and permit fees plus development impact fees are collected when the permit is issued. The city's general fee schedule also lists a $4.00 telephone credit card payment convenience fee per transaction.

Fees change. Verify current amounts at the official fee schedule.

Work That Does NOT Require a Permit

  • Reedley does not publish a city-specific exemption handout on its Building Division page. Because Reedley adopts the 2022 California Building and Residential Codes by reference and the municipal code page reviewed did not surface a Reedley-specific exemption amendment, common state-code exemptions likely apply
  • Common adopted-code exemptions typically include very small one-story detached accessory structures up to 120 square feet, fences below code thresholds, certain finish work such as painting/papering/cabinetry/flooring, low retaining walls, small prefabricated pools, and playground equipment

Important: Even if a building permit is not required, separate electrical, plumbing, mechanical, grading, floodplain, zoning, encroachment, sewer, water, or fire requirements may still apply. Reedley's own pages emphasize zoning, engineering, and building review, so exemption questions should be confirmed with the Building Division before work starts.

Inspections

Time windows
Reedley asks applicants to request inspections 1 or 2 days in advance and to provide a preferred time slot. The city says it will make a concerted effort to accommodate the requested window but may not be able to do so depending on inspector availability and volume.

Typical inspection sequence: Reedley's public procedure does not publish a standard stage-by-stage sequence. It does require the permit, inspection card, approved plans/forms, ladder if applicable, and ready access to the work at the time of inspection.
