Kingsburg publishes that any owner or authorized agent intending to construct, enlarge, alter, repair, move, demolish, or change occupancy of a building or structure, or install/alter regulated electrical, gas, mechanical, or plumbing systems, must first apply to the building official and obtain the required permit. Permit validity
The city publishes multiple timing rules. The permit application packet says an issued permit becomes void if work is not commenced within 365 days of issuance or if work is suspended/abandoned for 180 days. The permit extension form says permit applications expire 180 days after application unless extended, and issued permits expire 12 months after issuance or 180 days after the last recorded approved inspection unless extended. Owner-builder
Permits are generally issued to California licensed contractors, but the building official may issue a permit to the property owner under California owner-builder rules.
