Application Process

  1. Confirm zoning and development constraints before preparing the permit package. The city directs applicants to its GIS map and municipal code for zoning and permitted-use checks.
  2. Download and complete the City of Coalinga Building Permit Application. The form asks for site address, APN, valuation, building area, occupancy, owner/applicant/contractor/designer information, contractor license number, and City business license number.
  3. Prepare supporting documents. City materials indicate applicants may need a plot plan drawn to scale with lot dimensions, existing and proposed structures, setbacks, easements/rights-of-way, and drainage; project-specific items such as owner-builder acknowledgment, cool roof worksheet, patio standard, or fire/solar documents may also apply.
  4. Submit the application by emailing it to rsmith@coalinga.com or by dropping it off at City Hall.
  5. Respond to plan-check comments if issued. The city's FAQ says first review generally takes 10 business days and resubmittals generally take 5 business days. The Building Division page separately lists same-day over-the-counter processing for many trade permits, 5 to 10 working days for fast-track residential scopes, and about 2 weeks for normal processing on larger or planning-reviewed projects.
  6. Pay fees and obtain the issued permit before starting work. The city also advertises InvoiceCloud for online payment of permits and city services.
  7. Schedule inspections by email or phone, provide the permit number, and complete all required inspections through final.

Typical processing time: Same day for many over-the-counter trade permits; 5 to 10 working days for fast-track items; about 2 weeks for normal processing; FAQ states first plan review generally takes 10 business days and resubmittals 5 business days.
