Online Permit Portal

Application Process

  1. Create an eTRAKiT account. Applicants and contractors must register before applying, paying fees, or managing inspections.
  2. Select the correct permit type in eTRAKiT. The application page shows a permit-type-specific checklist link titled Instructions for online XXXX applications.
  3. Prepare the required digital submittal package. City checklists require complete applications plus correctly named PDF files for application materials, plans, supporting documents, and, when applicable, TRPA or planning documents.
  4. Submit the application online through eTRAKiT. Incomplete submissions will delay or prevent processing.
  5. Wait for completeness review. Staff review for completeness usually takes 1 to 2 business days after submittal.
  6. Pay only the fees staff directs you to pay. The City reviews and adjusts automatically generated fees, then instructs applicants when to pay either to begin plan review or issue the permit.
  7. Respond to corrections through eTRAKiT if plan review comments are issued, then upload revised documents through the portal response workflow.
  8. After approval and permit issuance, schedule inspections through eTRAKiT. As of March 21, 2026, the City still also publishes a phone and web-form inspection option, but it has announced that effective April 15, 2026 all building inspections must be scheduled through eTRAKiT.

Typical processing time: Completeness review is typically 1 to 2 business days after submittal; average plan review is 45 to 60 days depending on project complexity and submittal accuracy; permit issuance may take up to 2 business days after payment.

General Requirements

The Building Division provides permit issuance and inspection services for compliance with California Building Code, TRPA regulations, and City ordinances for all construction activities. City FAQ examples confirm permits are required for window change-outs, canopies or carports, and driveway work; driveway work also requires an encroachment permit.

Permit validity
South Lake Tahoe City Code Section 6.15.160 says a permit expires unless work starts within 12 months after issuance, or if work is suspended or abandoned for 12 months after commencement. Extensions may be granted in writing for periods of up to 180 days each, with a cumulative maximum of 3 years for permit extensions on new structures or additions. If a permit expires, renewed action requires a new full permit fee and updated construction documents meeting the codes in effect on the new submittal date.
Building code
South Lake Tahoe City Code Chapter 6.15 adopts the 2022 California Building Standards Code package by reference, including the 2022 California Building Code, California Residential Code, California Plumbing Code, California Mechanical Code, California Electrical Code, California Fire Code, California Energy Code, and CALGreen, with local amendments. Current City checklists still cite these 2022 codes as effective for local review.
Owner-builder
A current citywide owner-builder instruction sheet was not located on the official site. In practice, the City routes public applicants through eTRAKiT public accounts and contractor applicants through CSLB-linked contractor accounts; applicants should confirm any owner-builder declaration requirements with the Building Division before submittal.
Contractor requirements
The City's eTRAKiT contractor workflow is tied to CSLB license numbers, and the City verifies contractor records against CSLB and the City business license before updating contractor accounts. City forms for right-of-way work also require the contractor license and City business license to be on file.

Fees

Minimum permit fee
$263.00
Plan check fee
25% plan review deposit due with application; building plan review billed at $128 per hour with a 1-hour minimum.
Permit fee formula
Valuation-based. Building permit fee is 2% of project valuation, with valuation determined by the Building Official using current ICC square-foot valuation tables or the construction contract value submitted by the applicant.
Reinspection fee
Building inspection or reinspection fee $177 each.
Penalty (no permit)
Stop work notice of violation $428; stop work or red-tag permit fee 2 times the normal building permit fee; active building permit extension $191; building plan review extension $191.
Payment note
Applicants should not pay until staff authorizes payment in eTRAKiT. Payments can be made by credit card or e-check through the portal. Credit cards incur a 3.5% service charge and permit issuance may take up to 2 business days after payment.

Work That Does NOT Require a Permit

  • Glass-only replacement in an existing window, without changing the window itself
  • One-story detached accessory structures not over 120 square feet that are not used as habitable space
  • Fences not over 7 feet high
  • Retaining walls not over 4 feet high unless supporting a surcharge or impounding regulated liquids
  • Ordinary finish work such as painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
  • Swings and other playground equipment accessory to one- and two-family dwellings
  • Prefabricated pools of limited depth covered by the adopted CBC or CRC permit exemptions

Important: Even when building-permit exemptions apply, work still must comply with code and other laws. In South Lake Tahoe, separate TRPA, planning, encroachment, utility, defensible-space, or other agency approvals may still be required. The City specifically states a permit is required for window change-outs, and driveway work requires an encroachment permit.

How to Schedule

Scheduling deadline
Requests submitted by 4:00 PM are automatically scheduled for the next working business day and may be requested up to 5 days in advance. Effective April 15, 2026, all building inspections must be scheduled through eTRAKiT.
Inspection hours
Monday through Friday between 9:00 AM and 3:30 PM.

Typical inspection sequence: The City does not publish a single universal inspection card on the reviewed pages. Typical required inspections depend on permit scope and commonly proceed through pre-work or pregrade stages where applicable, rough building or trade inspections, any required special inspections, and final inspection.
