Application Process
- Confirm the property is inside Walnut Creek city limits and review the applicable project checklist or bulletin on the City permit forms/submittals page.
- Create or sign in to the City's Accela portal. Walnut Creek states that all permit types must be applied for through the online portal; paper and emailed building permit applications are no longer accepted.
- Submit the online application with the required plans, diagrams, calculations, specifications, valuation, and other project information required by WCMC 9-0.5.302 and the City's project-specific checklists.
- Pay required fees. The City states that plan check fees are due when plans are submitted, and remaining issuance/inspection-related charges are due before permit issuance. Online card payments carry a 3% service fee; check/cash options are also available.
- Respond to correction comments if plan review is required. Current published estimates are about 3 to 7 days for many simple over-the-counter permits and about 8 to 28 business days for first plan review, depending on project type.
- After issuance, call, email, or use the portal to request inspections before work is concealed and obtain final approval.

General Requirements
Walnut Creek requires a permit before erecting, constructing, enlarging, moving, converting, demolishing, improving, installing, altering, repairing, replacing, or remodeling buildings/structures, electrical work, plumbing/drainage systems, mechanical systems, pools, spas, hot tubs, and solar systems, unless exempt. The City's public permit page also says permits are required when you add structures to property or physically change property.

- WCMC 9-0.5.302 requires an application identifying the work, property, occupancy/use, valuation, and supporting plans/diagrams/computations/specifications/other data as required by the Building Official. The City also publishes project-specific submittal checklists for new single-family/ADU/duplex projects, single-family additions or remodels, and new commercial/townhome/multifamily/mixed-use buildings.
- Permit validity
- The City pages reviewed do not publish a single general permit-expiration rule on the public-facing building permit pages. - For applications received on or after January 1, 2026, Walnut Creek says projects must comply with the 2025 California codes, including the Building, Residential, Plumbing, Mechanical, Electrical, Energy, Green Building Standards, Wildland-Urban Interface, Fire, and Referenced Standards codes.

- Permits may be issued to owners only if they certify proof of exemption under California Business and Professions Code Section 7044.
- Contractor requirements
- Walnut Creek states permits are issued only to state-licensed contractors or their authorized representatives, and only for work the contractor is licensed by the State to perform.
Fees
- Minimum permit fee
- The valuation-based building permit schedule starts at $80.01 for the first $2,000 of valuation. Separate miscellaneous plumbing/electrical/mechanical permits are $127 or 1.27% of contract cost, whichever is greater. Re-roof permits have a $104 minimum.
- Plan check fee
- Building plan review is 100% of the building permit fee; over-the-counter residential remodel permits with valuation of $25,000 or less are 25% of the building permit fee. Electrical, plumbing, and mechanical plan review fees are each calculated at 25% of the combined building/electrical/plumbing/mechanical permit fees; CalGreen plan review is an added 10% of the applicable plan review fees.
- Permit fee formula
- Building permit fees are valuation-based. Additions/alterations also add 20% electrical, 18% plumbing, and 17% mechanical inspection components to the building permit fee. Some permits are flat-fee or formula-based.
- Reinspection fee
- A separate reinspection fee was not clearly identified in the reviewed public fee materials.
- Penalty (no permit)
- The City fee schedule reviewed clearly publishes an additional plan review charge of $285 for incomplete plans/changes beyond the included review rounds, plus a work-without-permit investigation fee equal to the permit fee, with a minimum charge of one hour ($215 in FY2026).
- Payment note
- Online permit payments through Accela must be paid by credit/debit card and carry a 3% service fee. The City also accepts mailed checks and in-person check/cash payments by appointment.

Work That Does NOT Require a Permit
- Single-story detached accessory structures used as tool/storage sheds, playhouses, and similar uses not over 120 square feet
- Fences not over 7 feet high
- Oil derricks
- Retaining walls not over 4 feet high measured from the bottom of footing to the top of wall, unless supporting a surcharge or impounding certain liquids
- Water tanks on grade not over 5,000 gallons and with height-to-width ratio not over 2:1
- Sidewalks and driveways not more than 30 inches above grade, not over a basement/story below, and not part of an accessible route
- Painting, papering, tiling, carpeting, cabinets, counter tops, and similar finish work
- Temporary motion picture, television, and theater stage sets/scenery
- Certain above-ground prefabricated swimming pools accessory to Group R-3 occupancy that are under 24 inches deep and under 5,000 gallons
- Shade cloth structures for nursery/agricultural purposes, excluding service systems
- Swings and other playground equipment accessory to detached one- and two-family dwellings
- Certain window awnings in Group R-3 and U occupancies
- Nonfixed and movable fixtures/cases/racks/counters/partitions not over 5 feet 9 inches high
- Certain detached decks accessory to Group R-3 occupancy not over 200 square feet, not over 30 inches above grade, not attached to a dwelling, and not serving the required exit door
- Electrical minor repair work such as replacing lamps or plugging approved portable equipment into approved receptacles
- Certain radio/TV transmission equipment, temporary testing systems, low-voltage/low-wattage equipment in R-3 and U occupancies, and reinstallation of attachment plug receptacles in R-3 and U occupancies
- Plumbing repair work such as stoppage cleaning and leak repairs that do not involve replacement or rearrangement of valves, pipes, or fixtures
- Mechanical exemptions including portable heating/ventilating/cooling equipment, certain closed piping systems within equipment, replacement of appliance components that do not alter approval, and small self-contained refrigeration systems
Important: Walnut Creek warns that permit exemption does not authorize code violations and that planning, engineering, building, and transportation rules may still apply; some work may still need a planning approval such as a use permit.
