Online Permit Portal

Platform: Accela Citizen Access / Accela CitizenPortal • Account required: Yes • Submission: Online or in-person

Application Process

  1. Check zoning and likely permit triggers first through the City's Zoning Information page and OpenCounter service, but treat that tool as guidance only because final determinations are made by City staff.
  2. Create an Accela account at the permit center portal.
  3. Start the application in Accela, choose the correct permit type, and upload required documents.
  4. Pay required filing and review fees through Accela or at the permit counter.
  5. Respond to plan-check comments and upload any revised materials requested by staff or outside agencies.
  6. Obtain permit issuance only after all required city and outside-agency approvals are complete and all fees due before issuance are paid.
  7. Schedule inspections through Accela as work progresses, then obtain final inspection approval before occupancy or use where required.

Typical processing time: The city does not publish a single general turnaround for all building permits on its public building pages. Published examples are project-specific: the ADU guide shows a permitting phase of about 2-8 months, and qualifying instant residential solar/ESS permits submitted through Symbium are stated as about 1-3 business days when not disqualified.

General Requirements

Pittsburg's Building Division manages plan submittal, review, issuance, and inspections for construction work, and the city's Engineering pages state that engineering permits are required for work in the right of way, grading, new structures, single-parcel or subdivision improvements, and concrete work. Under California contractor guidance, projects that require a building permit generally require appropriately licensed contractors unless a valid exemption applies.

Required Documents

  • Public city materials show that required uploads commonly include construction plans, site plan, floor plan, elevations, mechanical/plumbing/electrical sheets as applicable, structural or truss calculations, Title 24 documents, smoke and carbon form, and outside-agency approvals when applicable. Demolition and some other work can also require a construction and demolition waste management form and PCB screening materials.
Permit validity
Pittsburg's Building FAQ states the permit holder must obtain an inspection within 180 days of issuance and work must commence within that 180-day period; one 180-day extension may be requested. The same FAQ also states permits may be treated as expired if work is not completed within one year of issuance unless the permit holder contacts the Building Division.
Building code
Pittsburg publicly states it enforces the 2022 California Building Codes and adopted the 2022 California Green Building Standards Code (CALGreen), effective January 1, 2023.
Owner-builder
Public Pittsburg materials show owner-builders may be required to submit homeowner or contractor declaration materials for some permit types, and the city has a "General Contractor (GC) / Owner Builder Information" form used before first inspection to identify the GC and any subcontractors so staff can verify local business-license compliance.
Contractor requirements
Pittsburg public materials state a City of Pittsburg business license is required for all contractors and subcontractors working in the city before work starts and for the duration of the project. For instant residential solar/ESS permits, the city states eligible contractors must hold an A, B, C-10, or C-46 license. California CSLB also states a contractor license is generally required if the project requires a building permit, uses employee labor, or total project cost reaches the statutory threshold.

Fees

Minimum permit fee
A single general minimum building-permit fee is not clearly summarized on the city's current public building pages. Current Pittsburg ADU fee materials do show some separate permit minimums, including an Encroachment Permit minimum of $759 and an Engineering Grading Plan Check and Inspection Permit minimum of $759.
Plan check fee
Project-specific. Pittsburg's public materials show plan-check and related review fees are paid through Accela and that additional engineering plan-check fees may apply where applicable; review the current master fee schedule and project-specific fee estimate.
Permit fee formula
Varies by permit type and scope. Public city materials show a mix of permit-specific charges, plan-check/review charges, technology and document-related charges, and additional engineering or impact fees when applicable. The master fee schedule is the controlling public fee source.
Reinspection fee
Pittsburg's FAQ states a reinspection fee may be charged when work is not ready, no one is on site, work deviates from approved plans, or an expired permit is brought back for inspection and remains incomplete. Public city pages reviewed did not provide a posted dollar amount for the current reinspection fee.
Payment note
Payments may be made online or in person at the permit counter. The FAQ states credit and debit card payments are accepted and processing fees may apply, while online check payments are accepted with no additional processing fee. In-person counter hours published in the FAQ are 8:00 a.m.-12:00 p.m. and 1:00 p.m.-4:00 p.m.

Fees change. Verify current amounts at the official fee schedule.

Work That Does NOT Require a Permit

  • Public Pittsburg pages reviewed do not publish a standalone local "work exempt from permit" list.
  • Because Pittsburg states it enforces the 2022 California Building Codes, common California code exemptions generally include ordinary finish work such as painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work.
  • Small detached accessory structures and some fences, retaining walls, decks, pools, and similar residential improvements may also fall within California code exemption categories when they stay within the applicable code thresholds.
  • Minor nonstructural repairs may also be exempt in some cases.

Important: This is an inference from Pittsburg's adoption of the 2022 California codes plus California permit guidance, not a city-published Pittsburg exemption handout. Do not rely on an exemption without confirming with Pittsburg Building Division or OpenCounter first. Even where a building permit is exempt, zoning, fire, engineering, right-of-way, sewer, water, accessibility, or other agency requirements may still apply.

Typical inspection sequence: The city does not publish one universal sequence for all permit types on its general FAQ page. Public materials show permit holders schedule required progress inspections through Accela as work proceeds and then obtain final inspection approval before occupancy or use. For example, the city's ADU materials state final inspection and certificate of occupancy are required before move-in and use. Reinspection note: The FAQ states reinspection fees may be charged if work is not ready, no one is on site, or approved plans were not followed. The person requesting inspection is responsible for providing access, confining animals, and posting entry permission if no one will be present.
