Permit Authority
Building permits are issued by the City for projects within El Cerrito city limits. Planning/zoning clearance may be required before permit issuance for certain projects, and Public Works/Engineering permits may also be required for grading or work in the public right-of-way. Contra Costa County generally handles building permits only in unincorporated areas.

Application Process
- Confirm whether zoning/planning review is needed before applying. The City says projects such as additions, fences, decks, carports, garages, ADUs, many multifamily exterior changes, and many commercial exterior/site changes should be discussed with Planning first.
- Prepare the permit package. Use the City building permit application and the applicable checklist(s). Typical submittals include a written scope of work, plans, and supporting documents; structural calculations are required where applicable.
- Submit online through eTRAKiT or email the complete package to buildingapplications@elcerrito.gov. Over-the-counter permits may also be applied for at City Hall during counter hours.
- Pay plan check fees at submittal if plan review is required. The Building Division routes projects to internal departments and requires the applicant to forward documents to assigned outside agencies.
- After approval, pay permit issuance fees and obtain the permit before starting work.
- Schedule inspections online at least 2 business days in advance and wait for City confirmation before assuming the inspection is booked.
Typical processing time: The City reported that building permits requiring plan check were taking approximately 30 days from the date a complete application was submitted, while over-the-counter permits were available virtually through eTRAKiT. This estimate comes from a City update dated October 26, 2022.

General Requirements
The City requires building permits for new buildings and for alterations, repairs, enlargements, improvements, conversions, changes to room size, and electrical or plumbing work. The City lists examples including new buildings, room additions, interior remodels, window/door installation, drainage systems, decks, spas/swimming pools, foundation repairs, termite repairs, roof replacement, water heaters, electrical upgrades, and siding installation.
Required Documents
- At minimum, the City requires the building permit application and supporting documents. Depending on scope, this can include a complete written scope of work, site/floor plans, MEP information, Title 24 forms, structural calculations, owner-builder forms, smoke/carbon-monoxide forms, and project-specific checklists. If structural work is proposed or required, structural plans and calculations are required.
- Permit validity
- The application form states an application is deemed abandoned 180 days after filing unless pursued in good faith or a permit is issued. For permits already issued, El Cerrito applies the 2022 California codes for permits filed after January 1, 2023; under the 2022 CBC permit-expiration rules, a permit remains valid if work is commenced within 12 months after issuance, and the City separately maintains extension/renewal fees.
- Building code
- The City states that permits filed after January 1, 2023 must comply with the 2022 California Building, Residential, Electrical, Mechanical, Plumbing, Energy, and Fire Codes, plus CALGreen and the El Cerrito Municipal Code. The City also states it will accept plans based on the 2022 California Building Codes only through December 31, 2025, because the 2025 code cycle starts January 1, 2026.
- Owner-builder
- Owner-builders are allowed under California Business and Professions Code section 7044, but the City warns of significant insurance, tax, workers' compensation, and liability risks. Before permit issuance, owner-builders must complete the required declaration/property owner packet.
- Contractor requirements
- The application requires either a licensed contractor declaration or an owner-builder exemption statement. The contractor state license number, class, and expiration are required on the City form. The City also directs applicants to the CSLB.
Fees
- Minimum permit fee
- Not published as a single citywide minimum building permit fee on the City overview page; fees vary by permit type, scope, and valuation. The fee schedule contains many project-specific minimums.
- Plan check fee
- If plan review is required, the plan check fee is due at submittal. The FY 2024-25 Master Fee Schedule states plan review fees for the listed building-permit categories are calculated at 65 percent of the building permit fee and are in addition to the permit fee.
- Permit fee formula
- The City states building permit fees are based on the scope of work and project valuation. Many permit types in the Master Fee Schedule are flat or unit-based by project type.
- Reinspection fee
- The FY 2024-25 Master Fee Schedule lists a building permit reinspection fee of $178 after 2 failed inspections of the same item(s), and $178 when nobody is on site and the inspection was not cancelled before the inspector leaves the office. The Building Inspections page separately states a $155 reinspection fee will be assessed if required safety requirements are not maintained during inspection.
- Payment note
- The City accepts debit and credit cards, but a 3.5% service fee applies to card transactions. To avoid that fee, payment may be made by check at the Building Department counter during business hours.

Work That Does NOT Require a Permit
- The City pages reviewed do not publish a standalone El Cerrito-specific exempt-work list for building permits.
- Because El Cerrito applies the 2022 California code set for permits filed after January 1, 2023, permit exemptions generally follow the exemption sections in the adopted California Building, Residential, Electrical, Plumbing, and Mechanical Codes.
- Typical code-based exempt categories generally include certain very small detached accessory structures, some fences/walls below code thresholds, ordinary finish work such as painting/papering/cabinet work, and certain minor plumbing/mechanical/electrical replacements.
Important: The City expressly recommends contacting the Building Division before starting construction to confirm whether a permit is required. Even if work is permit-exempt, zoning, fire, public-works, sewer-lateral, stormwater, or other regulations may still apply, and work in the public right-of-way requires a separate engineering/encroachment permit.

Reinspection note: The City says there is no penalty for cancelling and rescheduling an inspection, but the fee schedule imposes reinspection charges after 2 failed inspections of the same item(s) and for no-shows. The inspections page also warns that failure to maintain required site safety protocols can result in a terminated inspection and a $155 reinspection fee.
