Application Process

  1. Confirm whether design review clearance is required before permit issuance; the city states it may be required under the Sutter Creek Design Standards.
  2. Prepare a complete permit package. The city's building permit process handout calls for three copies of complete construction documents, plus an extra floor plan and site plan, with engineering and energy documents where applicable.
  3. Submit the application and supporting documents either electronically through the city's Dropbox request link or by mailing or delivering materials to City Hall at 18 Main Street.
  4. City staff and the Building Official review the application and construction documents; the handout states the permit is issued only after review and approval and before construction starts.
  5. After permit issuance, schedule required inspections with at least 24 hours' notice by phone or email. The standard inspection window published by the city is Tuesday and Thursday, 1:00 PM to 3:30 PM; other times are by appointment.
  6. Obtain final inspection and closeout before occupancy or project completion as required by the adopted California codes.

General Requirements

The city's published process covers new construction and states permits must be issued before construction. The city also states detached structures require separate permits, and its design standards apply to projects citywide that require a building permit or planning entitlement, including new construction and exterior alterations.

Required Documents

  • Complete construction documents
  • Plans and specifications
  • Structural calculations for engineered members, trusses, glue-lams, and similar components
  • Energy compliance documents
  • Extra floor plan and site plan copies
  • Design-review materials where required
Permit validity
Under the adopted 2022 California Building Standards Administrative Code and the California Building Standards Commission's 2022 code-change summary, permit expiration changed from 180 days to 12 months if work is commenced within 12 months after issuance, with extensions allowed unless the work is deemed abandoned.
Building code
Ordinance 372 adopts the 2022 California Building Standards Administrative Code; 2022 California Building Code; 2022 California Residential Code; 2022 California Electrical, Mechanical, Plumbing, Energy, Historical Building, and Fire Codes; plus listed appendices and related standards. The city process handout says these codes became effective locally January 1, 2023.
Contractor requirements
City materials repeatedly reference licensed trade contractors for plumbing, mechanical, and electrical work where the work is not self-performed. All contractors working in Sutter Creek must obtain a city business license before a building permit will be issued to that contractor of record.

Fees

Permit fee formula
The city does not publish an online building permit or plan-check schedule in the reviewed materials. Separate capital facilities and impact fees are publicly posted and are charged by land use type, usually per dwelling unit or per square foot, and the city states these revenues are collected when the building permit is issued.
Payment note
Publicly posted materials show impact fees are collected at building-permit issuance. The city also publishes separate engineering and planning fee and impact-fee schedules; verify current permit, plan-check, and payment method details with Planning and Building before submittal.

Fees change. Verify current amounts at the official fee schedule.

Work That Does NOT Require a Permit

  • One-story detached accessory structures with floor area not exceeding 120 square feet are exempt under the California residential-code exemption carried forward by the state.
  • Additional exemptions are governed by the adopted California codes in CBC Section 105.2 and CRC Section R105.2 rather than a Sutter Creek-specific online handout.

Important: Even where work is exempt from permit, exemption does not authorize work that violates the code, zoning, fire, wildland-urban interface, or other city requirements. Because Sutter Creek does not publish a local exemption summary online, confirm any claimed exemption with the Building Department before starting work.

Inspections

How to Schedule

Scheduling deadline
At least 24 hours' notice.
Inspection hours
Building Department office hours are Monday through Thursday, 9:00 AM to 4:00 PM.
