Application Process

  1. Confirm the project is in the incorporated City of Ione and contact the Building Department at building@ione-ca.com or (209) 274-2412 if you need submittal guidance before applying.
  2. Complete the City of Ione building permit application. The form asks for owner, applicant, contractor, project address, APN, scope, valuation, square footage, and design professional information.
  3. Assemble the required plans and supporting documents. The city's checklist calls for the signed application and city fees, then project-specific plan sets such as site, floor, elevation, architectural, structural, mechanical, electrical, plumbing, truss, grading and drainage, and Title 24 energy documents depending on scope.
  4. Submit the package to the city. The instructions say permit application packets must be submitted as a single PDF by email to building@ione-ca.com or as hard copies in person at City Hall.
  5. Pay the plan check deposit and other required fees. The permit submittal instructions say the application indicates the amount due for the initial plan check deposit.
  6. Respond to any plan review comments and provide revised documents if requested.
  7. After permit issuance, keep the permit information available on site and request inspections as the job progresses by emailing building@ione-ca.com or calling (209) 274-2412.

General Requirements

The application repeats the California permit trigger for work that will construct, alter, improve, demolish, or repair a structure. The fee schedule also shows permits are expected for common scopes including demolition, retaining walls, reroofing, decks, patio covers, door and window replacement, detached storage buildings over 120 square feet, temporary structures, interior remodels, solar, and standalone mechanical, electrical, and plumbing work.

Required Documents

  • Building permit application
  • Plan sets and site information required by the checklist
  • Project valuation
  • Contractor license and workers' compensation information where applicable
  • Title 24 energy reports where applicable
  • Engineered calculations as applicable
  • Truss calculations as applicable
  • Grading and drainage plans as applicable
  • Other project-specific documents required by scope
Permit validity
Based on the city's statement that it applies the 2022 California Building Standards Code without local amendments, permit expiration appears to follow 2022 California Residential Code Section R105.5.1: a permit becomes invalid unless work starts within 12 months after issuance, or if work is suspended or abandoned for 2 months after commencement; written extensions of up to 180 days each may be granted.
Building code
The City of Ione housing element states that Ione has adopted and enforces the 2022 California Building Standards Code without local amendments.
Owner-builder
The application includes an owner-builder declaration. It allows owner-builders to claim exemption from contractor licensing if they perform the work themselves or through their own employees and the structure is not intended or offered for sale, or if they contract exclusively with licensed contractors. The form also warns that an owner-builder who sells within one year has the burden of proving the work was not done for the purpose of sale.
Contractor requirements
The permit application requires contractor license class, license number, expiration date, workers' compensation insurer, policy number, and policy expiration date. The form also includes a field for the contractor's City of Ione business license number.

Fees

Minimum permit fee
$165.00 minimum or base building permit fee, except where otherwise noted
Plan check fee
Plan review is additional where the fee schedule marks a permit type PRR. The reviewed city materials do not publish one universal plan-check formula for all project types.
Permit fee formula
Mixed. Many permit categories are flat-fee; remodel, solar, and some other permits are valuation-based; statewide surcharges also apply, including California Building Standards Fee of $1 per $25,000 of valuation, Strong Motion Instrumentation Fee of 0.01% residential valuation or 0.021% commercial valuation with $0.50 minimum, and Comprehensive Planning Fee of 0.5% of valuation up to $2,000.
Reinspection fee
$110.00 per inspection when the permitted quantity of inspections is exceeded
Penalty (no permit)
Work conducted without a permit is charged an investigation fee equal to and in addition to the permit fee. Replacement of an expired permit is $165.00 for the first inspection and $110.00 for each additional inspection.
Payment note
The reviewed city materials do not publish an online payment portal or card-processing fee. Applicants should confirm accepted payment methods with the Building Department when submitting.

Fees change. Verify current amounts at the official fee schedule.

Work That Does NOT Require a Permit

  • Based on Ione's statement that it applies the 2022 California Building Standards Code without local amendments: one-story detached accessory structures not over 120 square feet.
  • Based on the same 2022 California code framework: fences not over 7 feet high.
  • Based on the same 2022 California code framework: retaining walls not over 4 feet high unless supporting a surcharge.
  • Based on the same 2022 California code framework: sidewalks and driveways.
  • Based on the same 2022 California code framework: painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work.
  • Based on the same 2022 California code framework: prefabricated swimming pools less than 24 inches deep.
  • Based on the same 2022 California code framework: swings and other playground equipment.
  • Based on the same 2022 California code framework: window awnings meeting the code's dimensional and support limits, and detached decks meeting the code's size, height, and attachment limits.

Important: Permit exemptions do not authorize work that violates the building code, zoning rules, fire rules, or any other law. Separate planning, grading, utility, floodplain, or fire approvals may still be required. Because the city does not separately republish the exemption list, applicants should confirm any claimed exemption with Ione Building before starting work.
