Application Process

  1. Confirm whether the job needs plans and whether Planning or other agency approvals are needed before building submittal.
  2. For permits not requiring plans, complete the City permit application and email it to `permits@newarkca.gov`.
  3. For permits requiring plans, submit electronically with the completed application, one complete PDF plan set, and separate PDF supporting files such as structural calculations, Title 24 energy documents, truss calculations, soils report, specifications, and other applicable approvals.
  4. City staff reviews the intake, creates the permit record, and sends invoicing or payment instructions.
  5. Pay the required application, plan review, and related fees.
  6. After approval, Building Inspection issues the permit electronically, emails it for signature, and the signed permit must be returned before inspections are scheduled.
  7. Schedule required inspections by email, phone, or through eTRAKiT.
  8. Processing time estimate if available: for permits not requiring plans, applications received before 4:00 PM may be processed the same business day, but the city says to allow up to 1 business day. A general plan-review turnaround was not posted on the main Building Inspection pages reviewed.

General Requirements

The city directs applicants to its Building Permit Requirements brochure for project-specific thresholds; permits may be issued only to the property owner or a properly licensed contractor.

Permit validity
Newark's fee schedule expressly provides for plan-review extensions under NMC 15.04.180 and permit extensions or renewals under NMC 15.04.190, including renewal for permits expired less than one year and a new permit for permits expired more than one year. I could not directly verify the codified inactivity period from the city code portal during this pass; confirm current NMC text before relying on a specific expiration date.
Building code
Newark's FAQ states that plans submitted after December 18, 2025 at 4:00 PM may need to be designed to the 2025 California Building Standards. The city previously adopted the 2022 code cycle by Ordinance No. 539 in 2022; as of March 21, 2026, the city's public guidance indicates transition to the 2025 California Building Standards for current submittals.
Owner-builder
Newark's permit application includes California owner-builder disclosures. If signing as owner-builder, the owner accepts responsibility for the work; CSLB states owner-builders are exempt from licensure only in limited circumstances and remain responsible for permits, inspections, subcontractors, and employer obligations if they hire workers.
Contractor requirements
Newark FAQ says permits may be issued only to the property owner or a properly licensed contractor. CSLB states that in California, work on a project requiring a building permit generally must be performed by a contractor holding a current valid CSLB license unless a statutory exemption applies.

The public 2025 Master Fee Schedule shows the minimum permit fee as the greater of the standard construction-permit fee schedule amount or $243.
Plan check fee
the public 2025 Master Fee Schedule references plan review fees and extension fees, including plan-review extension charges tied to applicable plan review fees. Applicants should use the current Master Fee Schedule for the controlling amount by permit type.
Permit fee formula

Work That Does NOT Require a Permit

  • Cosmetic work of a minor nature that does not affect structural features, egress, sanitation, safety, or accessibility, as determined by the enforcing agency.
  • Common California Title 24 examples typically exempt from building permit include painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work.
  • Small detached accessory structures, low fences, minor retaining walls, and similar items may be exempt under the California Residential Code depending on size, height, location, and loading conditions.

Important: Newark directs applicants to its Building Permit Requirements brochure for project-specific determinations. Permit-exempt work can still require zoning, floodplain, fire, encroachment, utility, or HOA approvals. Separate electrical, plumbing, or mechanical permits may still be required even if no building permit is required. Work in the public right-of-way requires a separate Newark encroachment permit.
