When a permit is required
Permit triggers and exempt work for Jackson
The Town of Jackson requires a building permit for all new construction, additions, structural alterations, re-roofing (structural), decks, accessory structures, changes of occupancy, and mechanical, electrical, or plumbing work (note: electrical permits through Wyoming Division of Labor). Demolition permits are required. Fence permits are required for fences over specified heights in certain zones. Sign permits are required for all new signage.
- Exempt Minor repairs
- Exempt Painting
- Exempt Finish work not affecting structure or systems
- Exempt Replacement of like-for-like fixtures (non-structural)
Note: The Town of Jackson requires detailed documentation for most work. Always verify with the Building Division before proceeding without a permit, especially given the town's emphasis on design review and code compliance.
- Completed building permit application (TRAKiT or paper form)
- Site plan to scale: property boundaries, setbacks, existing and proposed structures, utilities, grading, drainage
- Architectural drawings: floor plans (all levels), exterior elevations (all four sides), building sections, roof plan, construction details
- Structural drawings and calculations stamped by Wyoming PE (required for new single-family and all commercial)
- Snow load design: engineered for local ground snow load (100+ psf in town area)
- Frost depth compliance: footings at 48 inches minimum
- Energy code compliance documentation (REScheck or narrative)
- Mechanical/plumbing/HVAC plans (submitted with building permit; trade inspections coordinated accordingly)
- Exterior lighting plan compliant with Town dark sky ordinance
- Landscape plan (for projects over specified thresholds)
- Historic preservation application and/or design review application (if applicable)
- Stormwater management plan (if applicable)
- Building code
- 2021 IBC with Town amendments, 2021 IRC with Town amendments, 2021 IECC with Town amendments, 2021 IMC, 2021 IPC, 2021 IFC (fire code; coordinated with Wyoming State Fire Marshal), NEC (electrical; enforced by Wyoming Division of Labor - separate permit). Confirm current adopted editions at the Building Division as code cycle may advance.
- Permit validity
- Permits expire if construction is not commenced within 6 months or if work is abandoned for 12 months. Renewal requires written request and additional fee.
- Owner-builder
- Owner-builder permits are available for owner-occupied single-family residences. Wyoming has no GC license requirement, so any owner or business may act as a GC; however, licensed trade contractors (electricians, plumbers) are required for trade work regardless.
- Contractor requirements
- No general contractor license is required in Wyoming. Licensed trade contractors (electricians, plumbers, HVAC) must hold Wyoming state licenses.
Application process
Typical processing: Variable by project complexity and seasonal workload. New residential construction typically takes 4-8 weeks for first plan review. Commercial projects and those requiring public hearings will take longer. Contact the Building Division for current wait times.
- 01 Review the Town's Land Development Regulations (LDRs) and verify the property's zoning district, use type, setbacks, height limits, and any special overlay zones using the online zoning map.
- 02 Contact the Building Division at 307-733-3959 or the community development line for pre-application guidance on permit requirements and design standards.
- 03 For any new construction, significant addition, or commercial work, schedule a pre-application meeting with Planning and Building staff to review the project concept before investing in construction documents.

- 05 Submit through TRAKiT portal or in person. Pay plan check fee at submittal.

- Scheduling deadline
- Request inspections at least 24-48 hours in advance.
- Inspection hours
- Monday - Friday during regular business hours. Specific AM/PM windows not guaranteed; confirm when scheduling.
Typical sequence: Typical inspection sequence for new residential: 1) Footing (before pour, verify reinforcing and 48-inch frost depth); 2) Foundation/stem wall (before backfill); 3) Underground rough plumbing (before cover); 4) Rough framing (after framing, sheathing, windows/doors - before insulation); 5) Rough plumbing (in-wall, before drywall); 6) Rough mechanical/HVAC (before drywall); 7) Rough electrical (state electrical inspector - schedule separately with Wyoming Division of Labor at 307-777-7261); 8) Insulation (before drywall); 9) Wallboard/drywall nailing (if required); 10) Pre-final (walkthrough before final touches); 11) Final building (all work complete, systems operational); 12) Electrical final (state - schedule separately); 13) Certificate of Occupancy issued.
Trade inspections (electrical) are conducted by the Wyoming Division of Labor Standards, not the Town's building inspector. Applicants must open a separate electrical permit with the state and schedule state electrical inspections independently. The CO will not be issued until all inspections - both town and state - are complete. The Town of Jackson actively enforces code compliance. Unpermitted construction observed will result in a stop-work order and may require remediation at the owner's expense.
