When a permit is required
Permit triggers and exempt work for Laramie County
A permit is required for any new construction, addition, alteration, repair, relocation, demolition, or change of occupancy of any building or structure within unincorporated Laramie County, unless work is specifically exempt.
- Exempt Non-structural roofing replacement (re-roofing without structural changes) on residential structures
- Exempt Siding replacement on residential structures
- Exempt Window replacement for same-size openings (header not changed) on residential structures
- Exempt One-story detached accessory structures not exceeding 400 square feet in floor area
Note: Exempt structures are still subject to setback and zoning requirements. Electrical work requires a Wyoming State Fire Marshal wiring permit regardless of building permit exemption.
- Completed permit application
- Site/plot plan showing property lines, setbacks, and structure location
- Construction drawings (floor plan, elevations, structural details)
- Drainage plan for new residential construction (prepared by Wyoming-licensed P.E. or P.L.S.)
- Energy compliance documentation where required
- Additional specialty plans (fire suppression, mechanical, plumbing) as applicable
- Building code
- 2024 International Residential Code (IRC) with local amendments; 2024 International Building Code (IBC); 2024 International Fire Code (effective April 15, 2025).
- Permit validity
- Permits expire if work is abandoned or not inspected for 180 consecutive days.
- Owner-builder
- Owners may pull their own permit. Permits are issued in the owner's name and the owner holds authority to cancel, renew, or assign a new contractor to the permit.
- Contractor requirements
- Wyoming does not issue a statewide general contractor license. Electrical work requires a state-issued license through the Wyoming State Fire Marshal. Verify with the office if specific trades require registration.

- 02 Gather required documents: completed application, site plan, construction drawings, and drainage plan if applicable.
- 03 Submit application online through SmartGov or in person at 3966 Archer Pkwy.
- 04 Pay applicable permit fees at time of submission.
- 05 Application enters plan review. Allow a minimum of 2 business days for scheduling after submission.
- 06 Respond to any plan review comments or corrections requested by staff.
- 07 Permit is issued once plans are approved and fees are paid in full.
- 08 Post permit on site in a visible location before beginning work.
- 09 Schedule required inspections through SmartGov or by calling (307) 633-4615.
- 10 Receive final inspection approval; certificate of occupancy (if applicable) is issued.
