When a permit is required
Permit triggers and exempt work for Laramie
All new residential and commercial construction, additions to existing structures, structural remodels and renovations, detached garages/carports/sheds over minimum size threshold (typically 120 sq ft), decks and porches (attached or detached above grade), fences over certain height, electrical work, plumbing installations and modifications, mechanical/HVAC systems, re-roofing, swimming pools and hot tubs, signs (commercial signage typically requires separate sign permit), and demolition.
- Exempt Ordinary repairs and maintenance not affecting structural systems, electrical, plumbing, or mechanical
- Exempt Painting, flooring, and similar cosmetic work
- Exempt Small sheds below the minimum threshold size (confirm current threshold)
Note: Exemptions do not relieve the property owner from zoning compliance. Always confirm with the department.

- Permit validity
- Building permits in Laramie typically expire if work does not commence within 180 days of issuance or if work is suspended for 180 days after commencement. Extensions are available by written request before expiration.
- Contractor requirements
- No Wyoming state general contractor license is required. Electrical contractors must hold a valid Wyoming state electrical license. Plumbing contractors must hold appropriate state-level registration. Confirm whether the City of Laramie requires local contractor registration in addition to state licensing.

- 02 Confirm permit requirement: Contact Laramie Building Services at (307) 721-5230 to determine whether your specific project requires a permit. Simple repairs and maintenance may not require a permit; new construction, structural work, and electrical/plumbing/mechanical work generally do.
- 03 Prepare documents: Complete the Building Permit Application form. Prepare site plan and construction drawings scaled to project complexity. Commercial and multi-family projects require architect- or PE-stamped plans and comprehensive documentation.
- 04 Submit application: Submit completed application, plans, site plan, and applicable fees to Laramie Building Services in person or through the online portal. Commercial projects may require a pre-application conference with Planning and Building Services staff.
- 05 Plan review: Residential permit applications for simple projects may receive over-the-counter review. Standard residential plan review takes 5-10 business days. Commercial plan review may take 10-20 business days. Large or complex projects take longer.
- 06 Permit issuance: Upon approval, permit is issued. Post the permit card on-site before starting work. Keep approved plans accessible on-site for inspector reference.
- 07 Inspections: Schedule required inspections with the Building Inspection Division at (307) 721-5230 at appropriate construction milestones. Electrical inspections are coordinated separately through the Wyoming State Electrical Inspector.
- 08 Final inspection and Certificate of Occupancy: After all work is complete and all inspections are passed, a Certificate of Occupancy is issued. No structure may be occupied for residential or commercial use without a CO.

For commercial/multi-family: Additional inspections required. Wyoming State Fire Marshal issues separate fire life safety approval. Elevator inspections required if applicable (Wyoming Department of Workforce Services, Labor Standards Division).
