When a permit is required
Permit triggers and exempt work for Barboursville
A Building Permit is required for general construction projects on existing structures (replacing roofing or siding, building porches or decks, upgrading drainage, electrical, or plumbing systems) and for all new construction within village limits.

Application process
Application → plan check → issuance → inspection → final
- 01 Download or obtain the Building Permit Application from the village website or building department.
- 02 Complete the application with project details, contractor information, and contract value.
- 03 Include a copy of the WV Contractor's License with the application.
- 04 Submit completed application by email to khayden@barboursville.org or in person to the Building Department.
- 05 The office will respond with the fee amount due based on the gross contract value.
- 06 Pay the applicable permit fee.
- 07 Permit is issued after payment and review.
- 08 Schedule required inspections at construction milestones.
- 09 All B&O taxes must be paid prior to a Certificate of Occupancy being issued.
