When a permit is required
Permit triggers and exempt work for Walla Walla County
Building permits are required for new construction, additions, alterations, remodels, relocations of structures, change of use, mechanical permits, plumbing permits, signage, grading, and other structural work.
- Exempt Residential accessory storage structures (sheds): exempt only if detached, on same lot as existing single-family dwelling, non-habitable, maximum 200 sq ft, maximum wall height 10 feet, minimum 6 feet from other structures, no heat/plumbing/mechanical systems, not in floodplain/critical areas/shoreline areas
- Exempt Fences up to 7 feet high (zoning approval may still be required)
- Exempt Retaining walls up to 4 feet (without surcharge)
- Exempt Water tanks: on grade, maximum 5,000 gallons, height not exceeding 2x width or diameter
- Exempt Decks, sidewalks, ramps, driveways: no roof cover, maximum 30 inches above grade
- Exempt Interior finish work (painting, flooring, cabinets, countertops)
- Exempt Prefabricated pools under 24 inches deep
- Exempt Playground equipment for single-family homes
- Exempt Window awnings up to 54 inches projection (without additional structural support)
- Exempt Siding repair/replacement (non-fire-resistive areas)
- Exempt Insulation retrofits with no structural changes
- Exempt Door and window replacement (like-for-like; does not apply to egress bedroom windows)
- Exempt Re-roofing (shingles only; not applicable in wildfire hazard zones requiring fire-resistive roofing)
Note: Exemptions do not apply to electrical, plumbing, or mechanical work—separate permits required for those systems. Even if a building permit is exempt, other county approvals (land use, zoning, critical areas, shoreline, SEPA) may still apply. Agricultural structures: tractor/farm equipment storage and agricultural product storage are explicitly excluded from the shed exemption. Agricultural buildings generally require permits even when modest in size. Confirm exemption eligibility with county before proceeding.
- Completed building permit application with all owner/representative signatures
- Construction plans drawn to scale on 11 inch x 17 inch minimum paper
- Site plan showing parcel number, legal description, street address, and location of proposed work
- Truss and beam specifications where applicable
- Calculations and footings sized for structural loads
- Energy Code compliance forms
- Any required engineering or calculations
- SEPA environmental checklist (if applicable for projects above threshold)
- Building code
- 2021 IBC with Washington State amendments (effective January 17, 2024 for county fees; state-effective March 15, 2024 for building code)
- Permit validity
- Permits must be activated and inspections scheduled within applicable timeframes. Approved inspection required at least every 180 calendar days to demonstrate substantial progress.
- Owner-builder
- Owner-builders must comply with all permit requirements and code standards.
- Contractor requirements
- Contractors must hold a valid Washington State contractor registration with L&I.
Application process
Typical processing: Up to 45 days for initial plan review; most projects completed sooner. Resubmittals vary by scope.
- 01 Use the Complete Application Guide on the county website to determine which forms and supplemental materials are required for your project type.
- 02 Prepare the application package: completed application with all property owner or project representative signatures, one full set of construction plans (11 inch x 17 inch minimum, drawn to scale, including site plan), energy code compliance documentation, engineering where required, and all applicable supplemental materials.
- 03 Submit via eTRAKiT portal (for eligible permit types), email to permits@wwcowa.gov, postal mail, or in-person drop-box at 310 W. Poplar Street, Suite 200.
- 04 Pay the $75 application fee plus the estimated plan review fee (65 percent of building permit fee) to initiate formal review.
- 05 Application undergoes completeness review; planning approvals may be required before building review begins for some project types.
- 06 Plans Examiner reviews for code compliance; review process up to 45 days (most completed sooner).
- 07 Respond to any plan review correction comments.
- 08 Permit issued upon approval; post permit and approved plans on site during construction.
