When a permit is required
Permit triggers and exempt work for Woodland
Building permits are required for all construction, alterations, and demolition within the City of Woodland.
Note: Building permits are required for ALL construction work including alteration, repairs, and demolition. Contact City of Woodland Building Division to confirm specific exemptions. Generally, minor repairs and maintenance, painting, papering, and similar finish work, and portable equipment not requiring permanent connection may be exempt.

Application process

- 01 Sign up for a CloudPermit account and access the online portal.
- 02 Complete the online permit application form for your project type.
- 03 Prepare and upload required documentation: site plan, construction plans and specifications, proof of contractor registration with Washington State L&I.
- 04 For structures over 4,000 sq ft, submit Environmental Checklist.
- 05 Pay plan review fee at time of submittal (65% of building permit fee).
- 06 Submit application through CloudPermit system.
- 07 Development projects must go through site plan review (WMC 19.10). Site plan and engineering plans must be approved before utility extension.
- 08 Pre-construction meeting required 48 hours before work begins.
- 09 Pay remaining permit fees upon approval.
- 10 Upon completion, submit as-built drawings in AutoCAD .dwg format.
