When a permit is required
Permit triggers and exempt work for Wythe County
A permit is required before constructing, moving, altering, or demolishing a building or structure; changing a building use where the new use requires different structural strength, fire protection, exits, or sanitary provisions; or installing or altering equipment regulated by the building code.
- Exempt Painting or decorating
- Exempt Repairs to interior walls and wall coverings
- Exempt Detached utility sheds less than 256 square feet with no plumbing or electrical
- Exempt Repair or replacement of existing plumbing and electrical fixtures
- Exempt Replacement of common appliances such as water heaters, humidifiers, dehumidifiers, fans, and similar equipment
- Exempt Replacing kitchen and bathroom cabinets
- Exempt Replacement doors and windows with no framing changes
- Exempt Low-voltage lighting systems less than 50 volts
- Exempt Construction for agricultural use
Note: Exempt from building permit does not mean exempt from zoning or land-use requirements. Properties inside Rural Retreat town limits may require a separate town zoning permit even when the project is exempt from a Wythe County building permit. Confirm with Wythe County Building Inspection before proceeding.

- Permit validity
- A permit remains valid for 6 months from issuance. Each passed inspection extends validity another 6 months. If work is halted or abandoned for 6 months or more, the permit may be suspended. Extensions may be granted by the Building Official.
- Owner-builder
- Permits may be applied for by the owner or lessee of the property. No contractor license is required if the contractor field lists self or owner, but the owner is responsible under Virginia law to ensure any hired parties hold required licensure.
- Contractor requirements
- Virginia contractor licensure or an applicable exemption is required. The county references Virginia Class A, B, and C contractor thresholds and directs applicants to DPOR for license verification.
Application process

- 01 Confirm the parcel is in unincorporated Wythe County or an area routed to Wythe County for building-permit issuance (Rural Retreat Town is routed to Wythe County; Wytheville is not).
- 02 Gather required application details and supporting documents: owner and property information, deed or recorded plat, septic or well documentation where applicable, VDOT entrance permit where a new entrance off a state-maintained road is needed, dimensions and estimated cost, contractor information and license number, and plans or sketches depending on project type.

- 05 If approved, pay the permit fee and required state levy. Personal checks are accepted and must be payable to the Wythe County Treasurer for the exact amount.
- 06 Post the permit card at the job site and request inspections with at least 24-hour notice. Requests made before 5:00 p.m. are typically performed the next business day.
- 07 Complete all required interim and final inspections. Electrical service must be inspected and approved before AEP is notified to energize service.
