When a permit is required
Permit triggers and exempt work for Wise County
A building permit is required for new construction, enlargement, or major renovation. Wise County specifically lists: additions, changes of use, utility replacement work, new dwelling units in existing buildings, fences, garages, storage sheds, carports, new homes, new solid-fuel equipment and chimneys, new residential/commercial/industrial/public buildings, structural alterations, and swimming pools.

Note: Exempt from building permit does not mean exempt from zoning or other county requirements. Fee exemptions also exist for churches, local/state/federal agencies, farm use, and ordinary repairs, but permit requirements still apply in some cases. Virginia USBC exemptions control more broadly where applicable. Confirm with the Wise County Building & Zoning Department before proceeding.

- Permit validity
- Under the 2021 Virginia Construction Code, permit applications may be abandoned after 6 months if not pursued in good faith. Issued permits may be revoked if work does not commence within 6 months after issuance or if work is suspended or abandoned for 6 months. The building official may grant extensions. A locality may also require a 3-year completion limit for certain detached single-family projects.
- Owner-builder
- Virginia code allows the property owner, lessee, owner's agent, contractor, subcontractor, or design professional to apply for a permit. State law requires either proof of contractor licensure or a written statement that licensure is not required before permit issuance.
- Contractor requirements
- Virginia Code section 54.1-1111 requires proof of valid DPOR contractor licensure or a written exemption statement before permit issuance. For photovoltaic installations, the installer must hold the AES designation on the DPOR license. Verify any local business-license obligations with the relevant town if work is within an incorporated town.
Application process
Typical processing: No general countywide processing-time estimate is published. Residential solar PV (rooftop or ground-mounted) review will not exceed 3 days; commercial solar PV review will not exceed 1 week.
- 01 Confirm that Wise County (not the City of Norton or another authority) is the correct permit issuer for the project location. For projects in Big Stone Gap, confirm with both Wise County and the town before filing.
- 02 Determine whether the project requires a permit. Wise County requires permits for new construction, enlargement, or major renovation, including additions, changes of use, utility replacement work, fences, garages, storage sheds, carports, new homes, solid-fuel equipment and chimneys, structural alterations, and swimming pools.
- 03 Check whether the project also triggers zoning, floodplain, erosion and sediment, mobile-home, demolition, sign, or health-department prerequisites and address those first.
- 04 Download the applicable permit form(s) from the county Forms & Applications page. Available forms include building permit, demolition permit, erosion and sediment land-disturbing permit, mobile-home permit, photovoltaic permit, sign permit, asbestos/lead certification, health-department SAP form, and zoning permit.
- 05 Assemble required documents: the completed permit form, tax parcel information, plans and drawings required by the permit type, deed or survey information where zoning review applies, health-department SAP materials where applicable, asbestos certification for covered work, and proof of contractor licensure or a written exemption statement.
- 06 Submit the complete application package in person at the Wise County Building & Zoning Department at the courthouse office and pay the assessed permit fees.
- 07 Post the issued permit on site before work begins. It is the applicant's responsibility to request each required inspection by calling the department when work is ready.
- 08 Complete all minimum required inspections and obtain a certificate of occupancy after the final inspection where applicable.
