Under the 2021 Virginia Construction Code, permit applications may be abandoned after 6 months if not pursued in good faith. Issued permits may be revoked if work does not commence within 6 months after issuance or if work is suspended or abandoned for 6 months. The building official may grant extensions. A locality may also require a 3-year completion limit for certain detached single-family projects.
Owner-builder
Virginia code allows the property owner, lessee, owner's agent, contractor, subcontractor, or design professional to apply for a permit. State law requires either proof of contractor licensure or a written statement that licensure is not required before permit issuance.
Contractor requirements
Virginia Code section 54.1-1111 requires proof of valid DPOR contractor licensure or a written exemption statement before permit issuance. For photovoltaic installations, the installer must hold the AES designation on the DPOR license. Verify any local business-license obligations with the relevant town if work is within an incorporated town.
