When a permit is required
Permit triggers and exempt work for Shenandoah County
A building permit is required under USBC Section 108.1 for construction or demolition of a building or structure; structural changes; alterations to egress, plumbing, electrical, fire protection, mechanical, and fuel systems; certain changes of occupancy; hazardous lot-line moves; and asbestos disturbance during construction or demolition.
- Exempt Installation of qualifying low-voltage wiring and monitoring or automation systems listed in county permit exemptions
- Exempt One-story detached sheds, playhouses, and similar structures up to 256 square feet that are not Group F-1 or H occupancy
- Exempt Utility service equipment buildings up to 150 square feet
- Exempt Tents or air-supported structures up to 900 square feet with occupant load of 50 or fewer
- Exempt Fences of any height unless needed for pedestrian safety or used as a swimming pool barrier
- Exempt Concrete or masonry walls up to 6 feet high
- Exempt Retaining walls supporting less than 3 feet of unbalanced fill and not impounding listed liquids or supporting surcharge
- Exempt Small pools not greater than 150 square feet, 5,000 gallons, and 24 inches deep
- Exempt Ordinary repairs including many like-for-like window and door replacements, fixture replacements without system alteration, certain lighting and fan replacements, non-gas and non-oil mechanical appliance replacements in listed residential occupancies, qualifying roof and siding replacement, qualifying roof deck replacement, flooring, cabinetry, trim, paint, and wallpaper
Note: Exempt from building permit does not mean exempt from zoning or planning requirements. The county notes permits may still be required in local historic districts or special flood hazard areas. Confirm with Shenandoah County Building Inspection before proceeding.
- Correct county application packet or universal trade application
- Plot plan and construction plans as applicable
- Zoning approval (from the county or, for town parcels, from the applicable town's zoning authority)
- Permit authorization affidavit if the license holder is not appearing personally
- Contractor license information (county contractor's license and Virginia DPOR license)
- Owner affidavit if filing as owner-builder
- Health department review for septic and water where applicable
- VDOT approvals where applicable
- Erosion or stormwater approvals where applicable

- Permit validity
- No separate local expiration handout is published by the county. Virginia USBC rules on abandoned applications, discontinuance, revocation, cancellation, and refunds apply.
- Owner-builder
- Owner-builder is available through county affidavits. Confirm directly with the Building Official before filing as owner-builder, as full eligibility limits are not restated on county public webpages.
- Contractor requirements
- All contractors performing construction or demolition work in Shenandoah County, except Virginia Class A contractors, require a Shenandoah County Contractor's License. Virginia DPOR contractor class and trade licensing still apply at the state level.
Application process

- 01 Confirm whether the parcel is in unincorporated Shenandoah County or inside one of the six incorporated towns. County building permits are issued countywide, but parcels inside town limits require town zoning approval before the county will issue the building permit.
- 02 Determine whether a building permit is required under USBC Section 108.1 and whether additional approvals are needed, such as zoning, health department (septic and water), VDOT, floodplain, erosion, stormwater, or asbestos forms.
- 03 Download the correct county application packet or universal trade application and assemble all required materials: plans, plot plan, supporting affidavits, and contractor information. The permit must be obtained by the license holder or via permit authorization affidavit due to fraud controls.
- 04 Submit the completed application package and all fees to Shenandoah County Building Inspection at 600 North Main Street, Suite 107, Woodstock, VA 22664.
- 05 Respond to any plan review comments or requests for missing approvals. For projects in towns, county issuance waits on town-side zoning approval.
- 06 After permit issuance, keep approved documents on site, schedule required inspections through the Building Inspection office, and obtain final inspection and certificate of occupancy if applicable.
