When a permit is required
Permit triggers and exempt work for Scott County
A permit is required for erection, construction, reconstruction, moving, adding to, or alteration of any structure, and for the establishment of any land use, except patios and fences (zoning ordinance section 500-104). Permit types include residential and commercial building, electrical, plumbing, mechanical, tank, pool, sign, communication tower, demolition, manufactured home, and zoning permits.

- Permit validity

- Owner-builder
- Owner-builders may perform work on their own home without a contractor license. The county application includes an owner affidavit under Virginia Code Section 54.1-1111.
- Contractor requirements
- Contractors must hold a valid Virginia state contractor license. The owner-builder affidavit exemption applies only when the applicant is building their own home.

- 05 Submit the completed application package in person to the Building Official at 190 Beech Street, Suite 207, Gate City, VA 24251, during posted permit hours (8:00 AM to 10:00 AM).
- 06 Pay applicable permit fees as established by the Scott County Board of Supervisors.
- 07 Receive permit issuance after zoning clearance and code review. Per zoning ordinance section 500-106, no building permit for extension, erection, or alteration may be issued until a zoning permit has been issued.
