When a permit is required
Permit triggers and exempt work for Rockingham County
A building permit is required for new construction, additions, remodels, demolition, pools, and electrical, plumbing, mechanical, and gas-line work. Separate permit pages are published for residential and commercial project types.
- Exempt One-story detached sheds, playhouses, and similar structures up to 256 square feet
- Exempt Utility equipment buildings up to 150 square feet
- Exempt Tents or air-supported structures 900 square feet or less with an occupant load of 50 or fewer
- Exempt Fences, unless used as a pool barrier or required for pedestrian safety
- Exempt Concrete or masonry walls not over 6 feet
- Exempt Retaining walls supporting less than 3 feet of unbalanced fill, without surcharge
- Exempt Small pools not over 150 square feet, 5,000 gallons, and 24 inches deep
- Exempt Flagpoles 30 feet or less
- Exempt Low-voltage and certain communications wiring listed in the county exemption sheet
- Exempt Listed ordinary repairs such as same-size window and door replacement, fixture replacement, roof-covering, siding, cabinetry, trim, paint, and similar work
Note: Exempt from building permit does not mean exempt from zoning and land-use requirements. Confirm with the Rockingham County Department of Community Development before proceeding.

- Owner-builder
- A non-licensed individual may act as residential general contractor, but an affidavit is required. This is limited to the homeowner's primary residence.

- Contractors must hold a valid Virginia DPOR license appropriate to the work type. County verifies contractor licensing at permit intake.

Application process

- 01 Confirm zoning and land-use path first. Projects in incorporated towns require town zoning approval before county permit intake.
- 02 Gather all required intake items: proof of ownership, VDOT entrance permit if applicable, VDH or utility availability documentation, accurate setback drawing, town zoning approval if applicable, construction plans, and contractor-license verification or owner affidavit.
- 03 Submit digitally through the Evolve Public portal, or bring paper materials to the Community Development front desk if digital files are unavailable.
- 04 County plan review begins once all required documents are received. Minimum 15 business days for residential and commercial building plan review.
- 05 Pay permit fees and applicable levies. Post the issued permit on the job site before work begins.
