When a permit is required
Permit triggers and exempt work for Victoria
Victoria requires a zoning permit before erection, construction, reconstruction, moving, adding to, or alteration of any structure, or the establishment of any land use within town limits, except for listed town zoning exemptions. Building permits are separately required through Lunenburg County under the Virginia USBC.

Note: These exemptions apply to Victoria town zoning permits only. For building-code permit exemptions, contact Lunenburg County Building Inspection because the county issues the building permit. Exempt from zoning permit does not mean exempt from building permit requirements.

- Victoria does not administer a separate building code permit office. Building permits are administered through Lunenburg County under the Virginia Uniform Statewide Building Code (13VAC5-63).
- Permit validity
- Victoria zoning permits are valid for 1 year. County building permit validity follows the Virginia USBC permit-abandonment rules (work must commence within 6 months of issuance; permit may be revoked if work is suspended or abandoned for 6 months).
- Owner-builder
- No separate Victoria owner-builder rule applies. County and state owner-builder rules govern the building permit stage.
- Contractor requirements
- No separate Victoria contractor-license posting applies. County building permits require proof of DPOR licensure or a written non-licensure statement before issuance.
Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the property is inside Victoria town limits and therefore subject to the town zoning permit requirement before county building permitting.
- 02 Download and print the Victoria zoning permit application from the town's zoning page.
- 03 Complete the zoning form with applicant and owner information, parcel location and size, zoning district, ordinance section, water and sewer approval, written project description, and site plan if required.
- 04 Return the completed zoning application to Victoria Town Hall in person. The town FAQ specifically instructs applicants to return the printed form to town hall.
- 05 The zoning administrator reviews the application. If approved, the town issues the zoning permit, which is valid for one year.
- 06 After obtaining the town zoning permit, separately obtain any required county building permit from the Lunenburg County Office of the Building Inspector. Victoria does not issue building permits.
- 07 Proceed through county building inspections for building-code matters.

Typical sequence: Victoria does not perform building inspections. All building inspections are scheduled through Lunenburg County. The Virginia USBC minimum sequence includes: footing, foundation, preparatory work before concrete placement, framing before concealment, MEP before concealment, energy conservation before concealment, and final inspection.
