When a permit is required
Permit triggers and exempt work for South Boston
South Boston requires town zoning permits or certificates of zoning compliance for construction and land-use activity within the town. For additions, a plot plan is required and permits must be obtained from Planning and Zoning before work begins. Building-code permits for construction are coordinated with Halifax County under the Virginia USBC.
Note: No public exempt-work list was found for the Town of South Boston. Because building-code administration is coordinated with Halifax County and the Virginia USBC, contact Halifax County Building Code Enforcement and South Boston Planning and Zoning to confirm whether your project requires a permit before proceeding.
- Applicable town permit application (zoning permit, sign permit, BZA, special use, rezoning, or subdivision form)
- Plot plan drawn to scale showing existing and proposed structures (required for additions and accessory work)
- Site plan (for site-plan zoning permits)
- Business license confirmation for business-use applications
- Building code
- South Boston does not publish a separate municipal building code edition. Building-code administration is coordinated with Halifax County under the Virginia Uniform Statewide Building Code. Confirm the active edition with Halifax County Building Code Enforcement.
- Owner-builder
- No separate town owner-builder rule located. County and state contractor rules apply to any building-permit stage coordinated with Halifax County.
- Contractor requirements
- All contracting businesses with individual job costs of $1,001 or more must hold a Virginia State Contractors License. A South Boston business license is also required for compensated business activity within the town.
Application process
Typical processing: 2 to 5 days for zoning certificates and plot-plan zoning permits; 30 days minimum for site-plan zoning permits; 1 to 2 weeks for sign permits; 6 weeks minimum for BZA matters; 60 days minimum for special use permits and rezonings.
- 01 Determine the applicable review track on the town's Permits and Applications page. South Boston publishes separate forms for zoning certificates, zoning permits with plot plans, zoning permits with site plans, sign permits, zoning verification letters, special use permits, rezonings, BZA applications, subdivision review, and site-plan review.
- 02 For additions and similar accessory work, prepare a plot plan showing existing and proposed structures drawn to scale. Bring the plot plan to the Planning and Engineering Department so the zoning administrator and building official can issue the required zoning, building, and electrical permits.
- 03 Submit the applicable town form to Planning and Zoning at 455 Ferry Street. The town publishes direct downloadable forms for zoning permits and certificates, sign permits, BZA applications, special use permits, rezonings, and subdivision applications.
- 04 Allow review time: 2 to 5 days for zoning certificates and plot-plan zoning permits; 30 days minimum for site-plan zoning permits; 1 to 2 weeks for sign permits; 6 weeks minimum for BZA matters; 60 days minimum for rezonings and special use permits.
- 05 For rezonings, special use permits, major subdivisions, variances, and special exceptions, submit applications at least 6 weeks before the first required public hearing.
- 06 If the project also requires a building-code permit, coordinate a Halifax County building permit application with Halifax County Building Code Enforcement. The county form expressly includes Town of South Boston projects.
