Town of Jarratt

The town's zoning permit form states the zoning permit must be issued before starting construction. The town ordinance requires a zoning permit before a building or land use begins and requires a certificate of occupancy before land or buildings are used or occupied. On the Greensville County side, a county building permit is also required for work subject to the Virginia Uniform Statewide Building Code.

Building code

The town zoning permit form references compliance with the Building Code, but building-code administration for Greensville County-side parcels is handled by Greensville County under the Virginia Uniform Statewide Building Code (2021 Virginia Construction Code, effective January 18, 2024).

Permit validity

No public town zoning permit expiration rule was found. The town ordinance states a certificate of occupancy is to be issued within 10 days after erection or alteration conforms to the ordinance. County-issued building permits are subject to Virginia Construction Code time limits.

Owner-builder

No separate town owner-builder rule has been published. The county building permit stage controls who may apply and what authority documentation is required for the building permit.

Contractor requirements

The town zoning permit form requires the certified state contractor number. Business licenses are purchased at Town Hall. For the county building permit stage, Virginia DPOR licensure proof or a written non-licensure statement is still required.

   Determine whether the parcel is inside the Town of Jarratt. If so, start with the town zoning permit at Town Hall. The town FAQ says zoning permits are applied for at Town Hall, and the zoning permit form states the zoning permit must be issued before starting construction.

   Complete the town zoning permit application with owner, contractor, architect or designer, contractor license number, project description, utility or septic information, property location details, and an attached plot plan and construction plans as applicable.

   Submit the zoning permit application to the Town Administrator and pay the applicable flat filing fee ($25 for sheds and outbuildings; $35 for houses and additions). The town does not accept credit or debit cards; accepted forms of payment are check, money order, cashier's check, and cash.

   If the proposed use requires discretionary zoning approval, follow the town zoning ordinance pathway for conditional use permits or related land-use approvals through the town governing body.

   After receiving town zoning clearance, obtain the actual building permit from Greensville County Building Inspections for Greensville County-side properties, using the county application, supporting documents, and inspection process.

Typical processing time: No public processing-time estimate has been published for the town zoning step. For the county building permit stage, typical residential projects may require up to five working days for county plan review.
