When a permit is required
Permit triggers and exempt work for Fluvanna County
A permit is required before construction or demolition of a building or structure, including installation or alteration of equipment regulated by the Virginia Uniform Statewide Building Code. The county specifically lists decks, sheds, garages, carports, oversized tents, new gas installation, new gas appliances, basement finishing, new chimneys, generators, new gas logs or stoves, demolition, enclosing a porch or deck, and remodeling as requiring building and zoning permits.
- Exempt Residential accessory storage structures 256 square feet or less
- Exempt Low-voltage wiring and equipment under conditions specified in the Virginia USBC
- Exempt Detached utility service equipment buildings up to 150 square feet
- Exempt Tents up to 900 square feet with an occupant load of 50 or less that meet qualifying conditions
- Exempt Fences, unless used as a pool barrier or required for pedestrian safety
- Exempt Concrete or masonry walls up to six feet in height
- Exempt Retaining walls supporting less than three feet of unbalanced fill without surcharge
- Exempt Small swimming pools not greater than 150 square feet and less than 24 inches deep
- Exempt Qualifying signs
- Exempt Minor ordinary work deemed by the building official not to affect health or safety
- Exempt Ordinary repairs such as same-size replacement windows and doors in specified occupancies
- Exempt Farm buildings and structures that qualify for exemption — requires submission of the Fluvanna Farm Building or Structure Exemption Request form and a basic site plan

- Permit validity
- Under the Virginia USBC, a permit application is deemed abandoned if not pursued in good faith within six months. A building permit may be revoked if work does not commence within six months after issuance or if work is suspended or abandoned for six months. The building official may require a three-year completion limit for new detached single-family dwellings, additions to detached single-family dwellings, and residential accessory structures.
- Owner-builder
- The building permit application requires the applicant to certify either that they are licensed under Title 54.1, Chapter 11 of the Code of Virginia or that they are not subject to licensure under an applicable exemption, consistent with Virginia USBC provisions incorporating Code of Virginia Section 54.1-1111.
- Contractor requirements
- Contractors must be licensed through the Virginia Department of Professional and Occupational Regulation (DPOR). The Virginia USBC requires proof of licensure or a written statement of exemption before permit issuance.
Application process
Typical processing: No countywide permit review turnaround time is publicly posted. The county states permits are issued as soon as practical after construction documents are approved and required outside approvals are received. Inspections require at least 24 hours notice.
- 01 Confirm whether a zoning compliance permit is required and submit the Fluvanna Zoning Compliance Permit Application with a sketch plan or survey plat showing the proposed improvement and setbacks to property lines and road rights-of-way to Planning and Zoning.
- 02 Obtain required outside approvals applicable to the site, which may include well and septic approval from the Health Department, VDOT entrance approval, land-disturbing permit with a designated Certified Responsible Land Disturber, Thomas Jefferson Soil and Water Conservation District approval, and any other agency approvals the county identifies.
- 03 Prepare electronic PDF construction documents. County policy requires plans to be submitted in electronic PDF form unless the Building Official allows otherwise.
- 04 Submit the Fluvanna building permit application and construction documents to Building Inspections by email at building@fluvannacounty.org. In-person contact is available for appointments and coordination.
- 05 Pay zoning, building, and any erosion and sediment control fees. Under the Virginia USBC, the permit is not issued until designated fees are paid.
- 06 County review occurs. The permit will be issued as soon as practical after construction documents are approved and required outside approvals are received.
- 07 After issuance, post the permit on site and schedule required inspections at least 24 hours in advance by emailing building@fluvannacounty.org or calling the Building Inspections office.

Designated fees must be paid before permit issuance. Some zoning fee amounts on older county pages may differ from the current 2026 zoning compliance form; applicants should confirm current zoning fees with Planning and Zoning before filing. Permit refund requests retain a 25% administrative fee plus $30 per inspection already performed.

- Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding holidays. The Building Official and Building Inspector are in the office from 7:30 to 9:00 a.m. and 3:00 to 4:30 p.m.; inspections are generally performed between 9:30 a.m. and 3:00 p.m.
