When a permit is required
Permit triggers and exempt work for Culpeper
A town zoning permit is required before applying for a building permit for any new structure or building, additions, interior remodeling (except painting), reroofing for apartments or commercial uses, accessory buildings, decks, fences, garages, satellite dishes, swimming pools, terraces, and changes of use. Applicants should confirm with town staff, as the published list is not all-inclusive.
- Exempt Interior painting (listed in the town zoning brochure as excluded from the interior remodeling permit requirement)
- Exempt Historic District: painting does not require ARB approval, though colors within the Historic District still require administrative approval and deviations from the approved color chart require a Certificate of Finding
Note: No standalone town exempt-work list for zoning permits was found. Contact the Town of Culpeper Department of Planning and Community Development at 540-829-8260 or Planning@culpeperva.gov to confirm whether your project requires a town zoning permit before starting work.
- Completed town zoning permit application with owner, parcel, contractor, and work-description information
- Contractor state license number, class, and expiration date when a contractor is performing the work
- Valid Town of Culpeper business license for the contractor
- Historic District: scaled drawings, facade elevations, material samples if needed, scope of work, specifications and details, and contextual drawings when applying for a Certificate of Finding
- Building code
- Building code enforcement is handled by Culpeper County under the Virginia Uniform Statewide Building Code (2021 USBC). Town permit materials direct applicants to the county for the building permit after zoning approval.
- Permit validity
- The town zoning permit is valid for five years from the date of issuance.
- Owner-builder
- The property owner may serve as the contractor for their own project.
- Contractor requirements
- Contractors performing work in the Town of Culpeper must provide their Virginia state contractor license number, class, and expiration date, and must hold a valid Town of Culpeper business license. Building permit enforcement is handled by Culpeper County under DPOR licensing requirements.
