When a permit is required
Permit triggers and exempt work for Essex County
Any new construction, addition, alteration, renovation, demolition, or installation of fixed equipment in any public building (Type A or B occupancy), commercial structure, multi-family building with 3 or more units, or any structure meeting the statutory definition of a 'public building' under 20 V.S.A. Chapter 170. Residential 1-2 family dwellings are generally exempt from DFS permits but must comply with the Fire and Building Safety Code if a local jurisdiction triggers enforcement. Vermont DEC Wastewater/Well Permit required for any structure with plumbing.
