When a permit is required
Permit triggers and exempt work for Daggett County
Per Daggett County Code Section 8-3-4, a building permit is required before constructing, altering, repairing, improving, removing, or demolishing any building or structure, or commencing setup of a mobile home.
- Exempt Detached accessory structures less than 200 square feet (per ICC-IRC Code R105.2, as referenced in county documents). However, a shed or accessory building on a vacant parcel without an established principal dwelling likely requires a permit under Accessory Building Ordinance (Ordinance 18-10).
- Exempt Agricultural structures used solely in conjunction with agricultural use and not for human habitation (per county code Sections 8-6A-1A and B). Agricultural exemption does not apply in areas covered by an approved subdivision plat unless the parcel qualifies.
- Exempt Fences up to 7 feet in height
- Exempt Retaining walls not over 4 feet measured from the bottom of the footing to the top of the wall (if not supporting a surcharge)
- Exempt Certain finish work, painting, flooring, and minor repairs that do not affect structural, fire, life safety, or energy code elements
Note: Zoning setback requirements apply to all structures whether or not a building permit is required. Garages or carports attached to a dwelling are not exempt; a permit is required. Confirm exemptions with the Planning and Zoning Office or Building Inspector before proceeding.
- Completed residential or commercial building permit application
- Site plan showing property lines, setbacks, utilities, and proposed structure location

- 2021 International Building Code (IBC), 2021 International Residential Code (IRC), 2021 International Mechanical Code (IMC), 2021 International Plumbing Code (IPC), 2021 International Energy Conservation Code (IECC), and current National Electrical Code (NEC), per Utah Title 15A effective July 1, 2023.
- Permit validity
- An approved inspection is required every 180 days from the date of permit issuance or the permit expires. All construction must be completed within 2 years of the original permit date. Extensions of up to 6 months may be granted upon evidence of valid need.
- Owner-builder
- Owner-builders may apply under Utah Code 58-55-305. Owner must be sole owner of property, project must be for personal/non-commercial use, and owner must certify sole ownership, that it is the only residential structure built that year, and no more than three residential structures in the past five years. County will register owner-builders with DOPL upon permit issuance.
- Contractor requirements
- All contractors must hold current Utah DOPL licenses applicable to their trade (general contractor, electrical, plumbing, HVAC, etc.). License numbers must be provided on the permit application.

- 01 Confirm the parcel is within unincorporated Daggett County (not inside Manila or Dutch John town limits).
- 02 Obtain the parcel/assessor number from county tax records or property records.

- 06 For commercial: prepare three (3) sets of plans sized 24x36, drawn to scale, with at least one wet-stamped by a Utah-licensed architect and engineer. Obtain Fire Chief stamp on all plan sets before submission.
- 07 Await plan review and building inspector review. The building inspector will contact the applicant if corrections or additional information is needed.
- 08 Pay the remaining balance of permit fees after review approval.
- 09 Receive the issued permit. Post it visibly on the job site and keep approved plans on site for all inspections.
