When a permit is required
Permit triggers and exempt work for Tyler County
Tyler County floodplain ordinance applies only to development in unincorporated FEMA Special Flood Hazard Areas and only for flood-related oversight such as elevation, drainage impact, and related flood issues. A new electrical permit is required whenever the electrical box of a residence has been disconnected. For manufactured home rental communities, construction may not begin until an Infrastructure Development Plan is approved. For ordinary construction, no general building permit is required when existing electrical and water service already exists.

Note: Exemption applies only when existing electrical and water service already exists. County floodplain ordinance is geographically restricted to unincorporated areas designated by FEMA as Special Flood Hazard Areas.
- For Manufactured Home Rental Community: completed application, proposed plat, survey, Infrastructure Development Plan, supporting materials with original seals and signatures from a Texas registered professional land surveyor and engineer where applicable, utility approval letters, floodplain and drainage information, and other listed plan elements

Application process
Application → plan check → issuance → inspection → final
- 01 Verify the parcel is in unincorporated Tyler County and outside city limits.
- 02 Determine whether the project falls into one of the county's narrower verified control areas: floodplain development in an unincorporated FEMA SFHA, electrical reconnection after a disconnected electrical box, subdivision review, or manufactured home rental community review.
- 03 For ordinary construction outside Woodville city limits, no general building permit is required for construction, solar panels, or other permanent structures when existing electrical and water service already exists.
- 04 If in an unincorporated FEMA Special Flood Hazard Area, contact Tyler County Emergency Management / Flood Plain Management for a determination of whether county floodplain permitting applies.
- 05 If the residence electrical box has been disconnected, a new electrical permit is required and must be obtained from the Emergency Management Office at 201 Veterans Way.
- 06 If the project is a Manufactured Home Rental Community, do not start construction until the Infrastructure Development Plan has been approved by Commissioners Court or its designee.
- 07 If the project involves subdivision of land, review the county's subdivision regulations and coordinate any required platting with the county and, if applicable, the ETJ of a city.
