When a permit is required
Permit triggers and exempt work for Breckenridge
The city's permit page states that if you are building or remodeling, your first stop is the Permit Department, and it posts permit applications for building, mechanical, plumbing, electrical, commercial, residential, and utility work. The residential and commercial permit packets also state that no construction other than setting form boards and lot grading may begin until a building permit has been issued.
Note: No public exempt-work list for Breckenridge building permits was found in the reviewed city materials. The reviewed city sources describe permit triggers broadly for building and remodeling work, but a posted exemption schedule comparable to an IRC/IBC exempt-work list was not located.

- For new residential construction: one complete set of drawings and one digital set including a site plan, floor plan, elevation drawings, and a structural foundation drawing stamped by a Texas licensed professional engineer when applicable

Application process
Application → plan check → issuance → inspection → final
- 01 Confirm zoning, land-use, and site-development constraints with Community Development if the project involves new construction, platting, site layout, or other development review issues.
- 02 Download the applicable permit packet or application from the city's Permits and Inspections page. Breckenridge posts separate materials for new residential construction, new commercial construction, remodeling, and utility permits.
- 03 Submit the appropriate application to the Permit Department. For new residential work, the city requires one complete drawing set plus one digital set. For new commercial work, the city requires one digital plan set plus the listed site, floor, elevation, and foundation documents.
- 04 Wait for permit review and issuance. The city states that no construction other than setting form boards and lot grading may begin until the permit has been issued.
- 05 Keep the permit packet, address posting, and approved plans on site, then request inspections as work progresses.
- 06 Complete all required finals and obtain final approvals, including utility final and, for commercial work, certificate of occupancy and fire department final where applicable.

Fee schedule
Breckenridge building permit fees
Residential packet states all reinspection fees must be paid before any further inspections can be performed. Community Development also states an application is not complete until the corresponding fee is paid for platting applications; no separate online payment workflow for building permits was identified.

Typical sequence: Residential packet lists temporary pole, piers, plumbing rough, foundation, electrical and mechanical rough, gas rough, plumbing top-out, framing, utility finals, then mechanical, electrical, plumbing, and building finals. Commercial packet lists temporary pole, drive approach and sidewalks in the ROW, plumbing rough, grease trap, foundation, structural steel report if applicable, wall inspection, insulation, ceiling inspection, duct wrap, grease duct or hood, utility final, all finals, then certificate of occupancy and fire department final.
