When a permit is required
Permit triggers and exempt work for Ballinger
Building permits are required for residential construction and for plumbing, electrical, and mechanical work.
Note: A limited owner exemption exists for homeowner plumbing, electrical, and mechanical work on the owner's homestead, subject to permit, fee, inspection, and proof-of-homestead requirements.

- Owner-builder
- Homeowners may personally perform qualifying plumbing, electrical, and mechanical work on their homestead if they apply for the permit, pay fees, request inspections, and provide proof of homestead exemption.
- Contractor requirements
- Roofing contractors must provide an application, general liability insurance, responsible-party contacts, and a warranty bond. Electrical contractors must provide general liability insurance, the TDLR electrical contractor license card, and the designated master electrician's TDLR card. Annual contractor registration fees apply.
Application process
Application → plan check → issuance → inspection → final
- 01 Determine permit type and gather required submittals from the city.
- 02 If trade licensure or registration is required, complete the contractor registration packet and submit in person at City Hall, by email to rjalomo@baltx.org, or by mail.
- 03 If applicant is a homeowner doing qualifying homestead plumbing, electrical, or mechanical work, submit the Homeowner's Exemption Certificate with proof of homestead exemption.
- 04 Submit the permit application and supporting plans to the city for review.
- 05 Pay the applicable application, permit, contractor-registration, and Bureau Veritas fees.
- 06 Obtain inspections through the city or its third-party inspection arrangement before final approval.
