When a permit is required
Permit triggers and exempt work for Bayside
Bayside's residential building code requires permits for new buildings and buildings brought into town, manufactured and mobile homes, additions, electrical, plumbing or mechanical systems, garages and carports, concrete driveways, patios and sidewalks, storage buildings, miscellaneous residential work including underground pools, porches, decks and fences, prefabricated structures, commercial parking, temporary buildings, and culverts. All buildings and manufactured homes must have permits before being brought into town.

- Permit validity
- Building permits expire 6 months from issuance unless actual construction has started and continued pursuant to the permit. Site-plan approvals lapse after 6 months if inactive. Phased projects must obtain the initial building permit within 18 months of site-plan approval.
- Owner-builder
- A Homeowners Permit is required if the work is done by the homeowner. A homeowner building or repairing their own residence or property owned and operated by the owner is exempt from the licensing provision, but work must still meet code and pass inspection.
- Contractor requirements
- Subcontractors other than the owner must be licensed. Electrical contractors must show a valid electrical license issued by a Texas city; one- and two-family residential electrical permits require at least a journeyman license, and commercial electrical permits require a master license. Plumbing contractors must hold the appropriate state plumbing license. Mechanical contractors must hold the appropriate air-conditioning and refrigeration contractor license issued by TDLR.
Application process
Typical processing: Not publicly posted. Except for scheduled concrete inspections, inspections will be made within 3 working days.
- 01 Download the applicable residential or commercial permit form and supporting checklist from the Building Permits and Inspections page.
- 02 Complete the permit application and assemble sketches, drawings, plans, or other documentation required by code. A complete legal description is required and the site must be staked for setback inspection before work begins.
- 03 Submit the completed permit materials to the town by email, mail, or in person.
- 04 The town reviews the application for compliance with building code, ordinances, and regulations. If compliant, the permit is issued; if not, the application is denied and the applicant may correct violations or appeal to city council.
- 05 Pay the applicable permit and plan-review fees. For structures over 200 square feet, the plan-review fee is paid on submission and the permit fee is paid on issuance.
- 06 Post the permit card at the site and request each required inspection through the city office.
- 07 After final inspections and code compliance, obtain the Certificate of Occupancy.
